The Financial Committee as the Autority, Its Integration and Function in the Troops of Border Guard

Abstract:

Tato práce se zabývá činností pohraniční finanční stráže ČSR. Byl to vojensky organizovaný ozbrojený sbor podřízený ministerstvu financí, který měl dva hlavní úkoly – celní ochranu ekonomiky státu, zabránění pašeráctví, a to jak v individuálním měřítku, tak i ve velkém. Druhou úlohou byla vojenská ochrana hranic, zabránění pronikání osob přes hranice a udržování bezpečnosti a veřejného pořádku v příhraničním pásmu. Ochrana hranic ozbrojenými sbory byla odedávna, ale teprve nástup kapitalismu si vynutil celní ochranu hranic. Nově vzniklá republika ČSR zřídila pro plnění obou úkolů sbor nazvaný pohraniční finanční stráž. V průběhu meziválečných let se plně konsolidovala a výtečně plnila své poslání. V roce 1936, kdy začínalo ohrožení republiky sousedním nacistickým Německem, plnila FS převážně svoji druhou úlohu. Byla začleněna do systému Stráže obrany státu, což byl speciální sbor, který měl v případě války zachycovat a zdržovat nápor nepřítele do doby, než nastoupí pravidelná armáda. Léta 1936 - 1939 byly roky bojů s henleinovskými bojůvkami, které se zbraní v ruce napadaly české hraničáře ze SOS. V té době padlo celkem 189 a bylo zraněno 404 příslušníků SOS. O tuto mimořádně složitou dobu jsem se ve své práci více zajímal a kladl na ni důraz, protože v novodobých dějinách našeho státu nebylo mnoho takto vypjatých situací, kdy musela jeho část bojově vystoupit a se ctí se tohoto úkolu zhostit. V roce 1940 byla pohraniční finanční stráž jako nepotřebná zrušena. V odboji proti Němcům bylo v zahraničí 39 finančníků, v domácím odboji bylo zapojeno 1 944 finančníků, popraveno a umučeno bylo 87 a v Pražském povstání padlo 47 finančníků. Vězněno bylo 457 příslušníků FS. Na tak nepočetný sbor je tato míra vlastenectví obdivuhodná. Po roce 1945 byla činnost FS obnovena a oddělení a inspektoráty FS znovu obsazeny. Ale politická doba byla již jiná a nový režim měl jinou koncepci hranic – neprodyšně ji uzavřít vojenským způsobem - a do této koncepce se finanční stráž nehodila, a tak byla v roce 1949 zrušena a ostrahu hranic převzalo SNB.

Abstract:

This work deals with the activity of the CR border guard. It was militarily organised force subordinated the ministry of finance which had two main tasks – protection of the country’s economic system, prevention smuggling in both measures – individual and major. The second task was military guarding the borders, protecting individual penetration through the borders, keeping the security and peace in boundary belt. The cover of the border by armed corps existed there for ages but the entrance of capitalism enforced to protection of the border. The newly originated Czechoslovak Republic established a force called the border guard for fulfilment both tasks and during the era between the wars it was fully consolidated. It carried out its role perfectly. In 1936 when the menace by the Nazi Germany neighbour of our republic started - the border guard predominantly kept the second task. It was incorporated into the system of the State´s defence protecting that was a special force, which should catch and obstruct the attack of the enemy in case of war up to the time of arrival the regular army. The years 1936-1939 were times of the combats with Henlein´s storm troops, which were armed and they attacked the Czech frontiersmen. 189 members of the border guard were killed and 404 wounded those times.I was very interested in this extraordinary intricate period in my work. I put emphasis on this problem because at recent history of our country there were not many such an unsettled situations when its part had to appear militantly and fulfil this task with reverence. The border guard was abolished as unneeded in the year 1940. There were 39 members of border guard abroad in revolt against the Germans, 1944 of those involved in internal revolt, 87 were martyred and executed and 47 members of border guard were killed in Prague uprising. There were 457 members of border guard held in prison. The patriotism degree of this not very numerous force is admirable. The activity of border guard was reinstated and its departments and inspectorates were occupied again after the year 1945. The political situation was different though and the new regime had another conception of the border- to close it hermetically by military way – so the border guard clashed with this idea so it was invalidated in 1949. Public national security took over the border search.
