Interpreters within the Realm of International Relations - Role, Power, Ethical Standards and Responsibility

Abstract:

Tato práce se zabývala problematikou tlumočníků ve sféře mezinárodních vztahů, a to zejména v souvislosti s otázkami role tlumočníků a jejich moci, a otázkou etických standardů a zodpovědnosti. Práce vycházela z přesvědčení, že tlumočníci v rámci mezinárodních vztahů hrají sice velmi důležitou, často však opomíjenou roli a snažila se proto vyvrátit obecné převládající stereotypy, dle kterých je role tlumočníka pasivní a neviditelná. Hlavním cílem této práce bylo poskytnout přehled nejvýznamnějších teoretických konceptů pojednávajících o třech výše uvedených tématech a provést výzkum, který by zjistil, jak jsou tyto teoretické koncepty vnímány samotnými tlumočníky pohybujícími se ve sféře mezinárodních vztahů. V návaznosti na teoretické koncepty a empirická data bylo ústřední tezí této práce tvrzení, že tlumočníci v rámci mezinárodních vztahů hrají celou řadu významných a aktivních rolí, a není proto možné je redukovat na pouhé neviditelné jazykové stroje. Práce dále tvrdila, že tlumočníci mají z titulu své funkce moc a musí proto za svou činnost i nést zodpovědnost, a zároveň dodržovat jisté etické principy. Toto stanovisko se v rámci výzkumu potvrdilo jen částečně. Zatímco většina respondentů se shodla na tom, že tlumočníci by se měli řídit etickými standardy a nést za svou činnost zodpovědnost, v souvislosti s rolí tlumočníků a jejich trestní odpovědností se názory lišily. Tato studie tak nedospěla k žádným obecně platným závěrům. Bylo však zjištěno, že provést výzkum týkající se těchto otázek je možné a navíc i žádoucí. Témata jako trestní odpovědnost tlumočníků jsou totiž velmi aktuální a jistě si zaslouží, aby jim byla věnována větší pozornost.

Abstract:

This thesis has undertaken to explore the issue of interpreters within the realm of international relations, particularly with respect to the issues of the interpreter’s role, power and ethical standards and responsibility. Building on the premise that interpreters are vital, yet often overlooked elements, the thesis has intended to refute the commonly held perceptions of interpreters as passive and invisible. The main aim of the thesis was first, to present an overview of the most salient existing theories and writings on the three main examined issues, and second, based on these theoretical findings, conduct an exploratory study in order to ascertain how these theoretical concepts are perceived by practicing interpreters themselves. Based on both theoretical findings and historical evidence, the thesis has maintained that interpreters within the sphere of international relations play a multiplicity of active roles, and their role thus cannot be reduced to that of a mere neutral and invisible language decoder-encoder. The thesis has furthermore maintained that the role of the interpreter wields power and he thus has to bear responsibility for his interpreting, which should be furthermore regulated by certain ethical standards. The survey confirmed this stance only to a certain degree. While the majority of the questioned interpreters could readily agree on the issues of ethical standards and the interpreter’s responsibility, the issues of the interpreter’s role and criminal liability were of a more controversial nature. No authoritative conclusions were thus reached. In order to arrive at generalizable results, a more in-depth study would be clearly needed. The thesis has nevertheless proven that to conduct a study on this issue is feasible and that certain topics, especially that of the interpreter’s power, and responsibility and criminal liability certainly merit attention.
