Financing reports of self-governing territorial unit-preparation for financing audit

Abstract:

Bakalářská práce se věnuje přípravě samostatného územního celku na přezkoumání hospodaření (dále jen „PH“). Záměrem je popis a posouzení připravenosti vybrané obce. V teoretické části bude stručná charakteristika hospodaření, neziskových subjektů, konkrétněji pak obcí. Podrobnější popis je zaměřený na povinné PH územních samosprávných celků (dále jen „ÚSC“). V analytické části si blíže představíme obec Hříšice. Abychom mohli lépe vyhodnotit možná rizika, zaměříme se na výsledky PH z více let, přesně 2012 – 2022. Na základě nalezených chyb projdeme všechny platné směrnice zvolené obce. Naší otázkou je kvalita současných směrnic, zda jsou účelné, efektivní a dostačující pro přípravu na PH, popř. zda není nutná jejich aktualizace nebo dokonce tvorba nějaké nové interní. Naší snahou je posouzení připravenosti obce na PH. Dílčí cíle tvoří porovnání zjištěných chyb obce se směrnicemi a vyhláškami, které tomu mohly zabránit. Zanalyzujeme také nedostatky ostatních obcí v okrese Jindřichův Hradec s naší vybranou obcí.

Abstract:

The bachelor's thesis is devoted to the preparation of a separate territorial unit for the management review (hereinafter referred to as "PH"). The intention is to describe and assess the preparedness of the selected municipality. In the theoretical part, there will be a brief description of management, non-profit entities, and more specifically, municipalities. A more detailed description is focused on the mandatory PH of territorial self-governing units (hereinafter referred to as "ÚSC"). In the analytical part, we will introduce the municipality of Hříšice in more detail. In order to better evaluate possible risks, we will focus on the results of PH from several years, precisely 2012 - 2022. Based on the errors found, we will review all valid guidelines of the selected municipality. Our question is the quality of the current guidelines, whether they are expedient, effective and sufficient for preparation for PH, or whether their updating or even the creation of a new internal one is necessary. Our effort is to assess the preparedness of the municipality for PH. The sub-goals are a comparison of the identified mistakes of the municipality with the directives and decrees that could have prevented them. We also analyze the shortcomings of other municipalities in the Jindřichův Hradec district with our chosen municipality.
