Forced advocacy of interests towards the EU: Analysis of the europeisation of armed opposition

Abstract:

ANOTACE Cílem této práce je analyzovat dosavadní ozbrojenou opozici v systému Evropské unie. Prosazování zájmů legálními prostředky je nedílnou součástí prostředí Evropských společenství od samého počátku evropské integrace. Tato práce by měla odpovědět na základní otázku, zda se to samé dá říct i o násilném prosazování zájmů, kdy jsou k oslovení struktur nadnárodní organizace používány zbraně, popřípadě se jejich použitím hrozí. Zajímá nás tedy, jak na integrační proces reagují skupiny, které se rozhodly pro násilnou formu prosazování svých zájmů. Zda i v tomto případě platí, že s novými institucemi a příležitostmi se objeví i nové cíle pro politickou participaci a že se aktéři používající strategii ozbrojené opozice budou snažit cílit i na tuto novou úroveň vládnutí. Zatímco o klasickém lobbingu v Evropské unii byly již napsány stovky studií, násilnému prosazování zájmů směřovanému vůči evropským strukturám se prozatím v českém prostředí nikdo komplexně nevěnoval. V práci je tedy nejprve teoreticky vymezen předmět zkoumání, a to pomocí literatury o prosazování zájmů, o evropeizaci, literatury o opozici v EU a obecně i o fenoménu ozbrojené opozice, čímže je vytvořen analytický rámec záběru práce. Poté následuje deskripce nejvýznamnějších případů ozbrojeného působení proti Evropské unii. Tyto případy vychází jednak z oficiálních zpráv Evropské unie, dále pak ze studia odborné literatury i dobového tisku. Případy jsou rozděleny podle ideologické příbuznosti tak, jak s případy excesivního násilí pracuje i samotná Evropská unie, a to na ultralevicové, etnicko-nacionální, ultrapravicové, náboženské a single-issue násilí. Deskriptivní část tvoří základ pro závěrečné shrnutí dané problematiky a zodpovězení hypotéz, zda se i v ozbrojených strategiích a taktikách skupin, které prosazují svoje zájmy násilnými prostředky, objevuje fenomén evropeizace, tzn. zda se tyto skupiny na Evropskou unii obracejí, zda se vůči ní vymezují, a pokud ano, tak zda se působení těchto skupin na evropské úrovni liší od té národní. Součástí práce je rovněž i pokus o určitou omezenou predikci vývoje, tzn. zda se budou strategie násilného prosazování zájmů i dále evropeizovat a do jaké míry bude Evropská unie hrát roli relevantního partnera pro artikulaci požadavků skupin používajících násilné metody prosazování zájmů.

Abstract:

ANOTATION Aim of this work is to analyze existing armed opposition in the European Union’s framework. Advocacy of interests by legal means is an integral part of the European Community since the very beginning of European integration. This work seeks an answer to a simple and basic question – can the same be said about forced advocacy of interests when guns are either being directly used to address the various parts of the supranational organization or their potential use is being used as a threat. Groups that have chosen violent means for advocating their interests and the way they react to the process of integration are in the core of our interest. Do new institutions and opportunities create new targets for political participation? Will the actors working with the strategy of forced advocacy of interests approach and target the new level of governance? A lot has already been written about traditional lobbying whereas no one in the Czech Republic has thoroughly dealt with forced advocacy of interest so far. First the subject of our interest is therefore theoretically defined by means of literature dealing with advocacy of interests, literature about europeisation, opposition in EU and the phenomenon of armed opposition in general. This constitutes the range of the analytical framework of the work. A description of the most significant examples of armed opposition to European Union follows. The selected cases are based on official EU reports, study of the to the topic related specialized literature and media reports. The individual examples are classified based on their ideological load in the same way the EU labels cases of excessive violence as ultra-left, ethnic-national, ultra-right, religious and single-issue violence. This part constitutes the basis for a concluding summary of the phenomenon, it also provides an answer to the question whether there are in the armed strategies and tactics of the groups advocating their interest by violent means characteristic traces of europeisation, meaning whether those groups approach European Union, whether they define themselves in relation to EU and if so then whether the activity of such groups differs on the European level from the activity on the national level. An attempt to draw conclusions about presumed development in the near future is also incorporated into the work – will the strategies of the forced advocacy of interests further concentrate on the European level and to what extent will European Union play the role of a relevant partner in the communication and articulation of interests for groups using violent interests advocating methods?
