Post-Kyoto Crossroads: The Rise of BASIC Countries in Climate Change Negotiations

Abstract:

Platnost Kjótského protokolu, první právně závazné dohody mající za cíl zamezit produkci skleníkových plynů, byla prodloužena jen do roku 2020. Cílem práce je zjistit, jak se na klimatických konferencích OSN podílí na podobě post-kjótské smlouvy, jež má být přijata v roce 2015, nově se prosazující ekonomiky – Brazílie, Jižní Afrika, Indie a Čína. Tyto státy koordinují své klimatické politiky a tvoří vyjednávací skupinu BASIC. Prostřednictvím obsahové analýzy dokumentů Rámcové úmluvy OSN o změně klimatu, (mezi)vládních stanovisek a monitorovacích zpráv z konferencí jsou zkoumány pozice skupiny BASIC jako celku i jednotlivých zemí k daným tématům a úspěšnost jejich prosazení. Na role zemí BASIC v mezinárodním klimatickém vyjednání je pohlíženo za pomoci teorie klimatického regulačního režimu.

Abstract:

The validity of the Kyoto Protocol, the first legally-binding agreement targeting at the reduction of greenhouse gas production, was prolonged only up to the year 2020. The aim of this paper is to explore how the emerging economies of Brazil, South Africa, India and China are involved in the UN climate change conferences which are negotiating the shape of the post-Kyoto document that is to be adopted in the year 2015. These states have chosen to coordinate their climate policies and form a single negotiating group called BASIC. By analysing the documents of the United Nations Framework Convention on Climate Change, intergovernmental statements and reports from the negotiation processes, the paper focuses on the positions of the BASIC group as well as of the individual countries to selected topics and their potential enforcement. The role of the BASIC countries in the international climate negotiations is analysed from the theoretical perspective of climate regulatory regime
