EU and The Precautionary Principle - A case study of argumentation of the interest groups from the point of view of material and postmaterial approach

Abstract:

Tématem práce je diskuse zájmových skupin ve vztahu k regulačnímu opatření Evropské komise o omezení užití neonikotinoidů z důvodu ochrany zdraví včel – prováděcí nařízení 485/2013, kde je patrno rozdělení na materiální a postmateriální hodnotovou orientaci, včetně argumentace principem předběžné opatrnosti. Práce využívá jako metodu kombinaci kvalitativní a kvantitativní obsahové analýzy textů lobbistických skupin a zmíněné legislativy, s přihlédnutím k teorii postmaterialismu Ronalda Ingleharta a metodiky vlivu lobbistických skupin na legislativní proces Heike Klüver. Hlavním cílem práce je analyzovat diskusi zájmových skupin o prováděcím nařízení 485/2013 s ohledem na materiální a postmateriální přístup a použití principu předběžné opatrnosti. Dále si práce klade za cíl zmapovat vývoj prováděcího nařízení 485/2013 s ohledem na pozice zájmových skupin.

Abstract:

The theme of this Bachelor thesis is a discussion of the interest groups in relation to regulatory measures of the European Commission about restriction of neonicotinoids usage in order to protect honeybee health - Commission Implementing Regulation No 485/2013. In this discussion is visible the distinction to material and post-material value orientation, including the argumentation by the Precautionary principle. This thesis uses as the method a combination of quantitative and qualitative content analysis of texts released by the interest groups and mentioned legislative act with regard to Ronald Inglehart’s post-materialism theory and Heike Klüver’s methodology of the influence of interest groups on the legislative process. The primary point of this thesis is to map the discussion of the interest groups about the Implementing Regulation No 485/2013 with regard to material and post-material approach and use of the Precautionary principle. Furthermore, the thesis aims to monitor the development of Implementing Regulation No 485/2013 with respect to the positions of the interest groups.
