Liberalization of Long-distance Passenger Railway Transport in the Czech Republic

Abstract:

Práce se zabývá problematikou liberalizace dálkové osobní železniční dopravy v České republice. Jedním z hlavních cílů této práce je zjištění odpovědi na otázku, jestli pokračovat v nastoleném průběhu liberalizace, následně vznést návrhy a doporučení pro zlepšení. Dílčími cíli jsou identifikovat současnou legislativu a mimo jiné například i přínosy liberalizace v kontextu liberalizace v Evropské unii. Teoretická část se zabývá vývojem liberalizace, legislativní úpravou, nadále provozováním dráhy, dopravci zde působícími a mimo jinéi financováním železniční dopravy. Praktická část práce se zabývá současným stavem dálkové osobní železniční dopravy, na který navazuje primární šetření pomocí kvalitativních rozhovorů s odborníky. Dále jsou zde analyzovány doposud učiněné pokusy o liberalizaci, přínosy liberalizace a srovnání v kontextu Evropské unie. Výsledkem této analýzy jsou návrhy a doporučení pro zlepšení budoucího průběhu liberalizace.

Abstract:

This diploma thesis deals with the issue of the liberalization of long-distance passenger rail transport in the Czech Republic. One of the main objectives of this work is to find out the answer to the question of whether to continue this course of liberalization, and to make suggestions and recommendations for improvement. The partial objectives are to identify the current legislation and, for example, the benefits of liberalization in the context of liberalization in the European Union. The theoretical part deals with the development of liberalization, legislation, continued operation of railways, carriers operating here and inter alia financing rail transport. The practical part of the work deals with the current state of long-distance passenger rail transport, which is followed by a primary investigation through qualitative interviews with experts. Furthermore, attempts to liberalize, the benefits of liberalization and a comparison in the context of the European Union are analyzed. The results of this analysis are proposals and recommendations for improving the future course of liberalization.
