The importance of European structural investment funds for the development of selected areas of the Slovak economy

Abstract:

The provided text discusses the cohesion policy in Slovakia since its entry into the European Union, focusing on its impact on reducing investment debt and improving the quality of life for Slovak citizens. It also mentions the current implementation of the cohesion policy for the years 2021-2027, aiming to allocate over 13 billion Euros for the development of all sectors of the national economy. The text outlines a master's thesis that maps and evaluates the implementation system of the cohesion policy in previous programming periods, critically analyzing tools to support regions and local self-governing regions. The long-term focus is on investments in infrastructure to address Slovakia's significant investment debt, which will be explored in a dedicated chapter of the thesis. Specific objectives include analyzing the impacts of selected operational programs on the Slovak economy and regional development, as well as introducing the system of integrated territorial investments as a tool to reduce regional disparities. The structure of the thesis consists of three chapters, covering the historical development and formation of EU cohesion policy and its implementation in Slovakia, addressing challenges of the 2021-2027 programming period related to migration, skills development, and flexible work arrangements to enhance labor market accessibility. The second chapter provides a strategic evaluation of the implementation of ESI Funds in Slovakia, identifying shortcomings and seeking answers to research questions, including regional disparities and evolving regions funded through the JTF. The final chapter focuses on regional development and local self-governing regions through integrated territorial investments to reduce investment debt through infrastructure projects managed by regions, cities, and municipalities.

Předložený text pojednává o kohezní politice na Slovensku od jeho vstupu do Evropské unie se zaměřením na její dopad na snižování investičního dluhu a zlepšování kvality života slovenských občanů. Zmiňuje také aktuální realizaci kohezní politiky na léta 2021-2027 s cílem alokovat přes 13 miliard eur na rozvoj všech sektorů národního hospodářství. Text nastiňuje diplomovou práci, která mapuje a hodnotí systém implementace kohezní politiky v předchozích programových obdobích, kriticky analyzuje nástroje podpory krajů a územních samosprávných celků. Dlouhodobý důraz je kladen na investice do infrastruktury pro řešení významného investičního dluhu Slovenska, kterým bude věnována samostatná kapitola práce. Mezi specifické cíle patří analýza dopadů vybraných operačních programů na slovenskou ekonomiku a regionální rozvoj a také zavedení systému integrovaných územních investic jako nástroje ke snižování regionálních disparit. Struktura práce se skládá ze tří kapitol, které pokrývají historický vývoj a formování kohezní politiky EU a její implementaci na Slovensku, řeší výzvy programového období 2021-2027 související s migrací, rozvojem dovedností a flexibilními pracovními podmínkami pro posílení trhu práce. přístupnost. Druhá kapitola poskytuje strategické hodnocení implementace ESI fondů na Slovensku, identifikuje nedostatky a hledá odpovědi na výzkumné otázky, včetně regionálních disparit a vyvíjejících se regionů financovaných prostřednictvím JTF. Závěrečná kapitola je zaměřena na regionální rozvoj a místní samosprávné kraje prostřednictvím integrovaných územních investic ke snížení investičního dluhu prostřednictvím infrastrukturních projektů spravovaných kraji, městy a obcemi.
