Abstract:

Tématem bakalářské práce je dopad pandemie Covid na hospodaření města Havířov a jak již z názvu vyplívá, cílem této práce je zjistit a zhodnotit, do jaké míry pandemie Covid-19 ovlivnila hospodaření města v roce 2020 a to na základě ukazatelů, které vypovídají o správném a zdravém hospodaření města. Práce je rozdělena do tří částí, kdy se první část věnuje teorii a vymezení základních pojmů týkajících se územně samosprávných celků a jejich hospodaření. Ve druhé části je použita metoda srovnání a komparace a je srovnán vývoj příjmů a výdajů v letech 2017-2020 včetně roztřízení příjmové a výdajové stránky. Veškerá data jsou doložena v patřičných tabulkách a grafech. V poslední části práce je provedeno zhodnocení dopadu pandemie Covid na hospodaření města Havířov v roce 2020 na základě ukazatelů, které vypovídají o správném a zdravém hospodaření města. Data jsou čerpána ze závěrečného účtu města Havířov a dále přímo z ekonomického odboru města. Bylo zjištěno, že v roce 2020 město hospodařilo i přes probíhající pandemii Covid s kladným hospodářským výsledkem a to i přes to, že došlo v tomto roce k růstu celkových výdajů města. Tento nárůst však byl vyrovnán poskytnutými přijatými transfery. Bez poskytnutých přijatých neinvestičních transferů by město v roce 2020 nepokrylo svými běžnými příjmy své běžné výdaje. Vývoj provozního salda je také v kladných hodnotách, město je finančně stabilní a i v době pandemie aktivně investuje do rozvoje města. Částečně také pandemie ovlivnila hospodaření a výnosy některých PO města.

Abstract:

The topic of the bachelor thesis is the impact of the Covid pandemic on the economy of the city of Havířov and as the title implies, the aim of this thesis is to find out and evaluate to what extent the Covid-19 pandemic affected the city's economy in 2020, based on indicators that testify to the correct and healthy management of the city. The thesis is divided into three parts, where the first part deals with the theory and definition of basic terms relating to territorial self-governing units and their management. The second part uses the method of comparison and comparison and compares the development of income and expenditure in 2017-2020, including the sorting of income and expenditure sides. All data are documented in appropriate tables and graphs. In the last part of the thesis, an evaluation of the impact of the Covid pandemic on the economy of the city of Havířov in 2020 is carried out on the basis of indicators that testify to the correct and healthy management of the city. The data are drawn from the final account of the town of Havířov and directly from the economic department of the city. It was found that in 2020, despite the ongoing Covid pandemic, the city managed with a positive economic result, despite the fact that there was an increase in the city's total expenditure this year. However, this increase was offset by the transfers received, and without the non-investment transfers received, the city would not have covered its current expenses with its current income in 2020. The development of the operating balance is also in positive values, the city is financially stable and even during the pandemic it is actively investing in the development of the city. In part, the pandemic has also affected the economy and revenues of some PO of the city.
