The EU Anti-terrorist Policy

Abstract:

In this Bachelor's thesis the author deals with the measures of the European Union, which are aimed at countering and preventing terrorist activities. For this purpose he describes measures taken in two relatively independent areas of EU activities: the second pillar (Common Security and Foreign Policy) and the third pillar (Justice and Home Affairs). The author deals with measures adopted after 11 September 2001. Firstly, the author characterizes these activities with respect to the division into the acts of the second and the third pillar, but also bearing in mind their interconnectedness. He introduces the main political, legally non-binding documents like the European Security Strategy, the EU Strategy in the Fight against Terrorism and the Hague Program. For the sake of the analyses he generalizes the aims described in these documents and divides them into categories. Afterwards he describes around a dozen of acts of implementation arising out of the political documents with these aims in order to find out if these acts contribute (or have the potential to contribute) to the fulfillment of the above aims.

Abstract:

V predkladanej bakalárskej práci sa autor venuje opatreniam Európskej únie, ktoré sú zamerané na potlačovanie terorizmu, resp. zabránenie výskytu teroristických aktivít. Za týmto účelom popisuje opatrenia učinené v rámci dvoch relatívne samostatných oblastí pôsobenia EU, a to druhého (Spoločná zahraničná a bezpečnostná politika) a tretieho piliera (Spolupráca v oblasti justície a vnútra). Z časového hľadiska skúma opatrenia prijaté a učinené v období po 11. septembri 2001. Autor najprv charakterizuje a popisuje tieto aktivity s vedomím ich vzájomnej prepojenosti, pričom rešpektuje delenie na akty druhého a tretieho piliera. Najprv predstavuje koncepčné dokumenty protiteroristickej politiky ako Európsku bezpečnostnú stratégiu, Stratégiu EU v boji proti terorizmu a Haagsky program. Za účelom ďalšieho skúmania zovšeobecňuje tieto ciele a vytvorí niekoľko kategórií. Následne porovná asi pätnásť právnych aktov ES/EU, ktoré možno pokladať za konkrétnu realizáciou koncepčných dokumentov, s cieľmi stanovenými týmito dokumentmi. Cieľom tejto analýzy je určenie, či prevádzacie opatrenia podporujú (alebo majú potenciál k podpore) naplnenie cieľov stanovených v koncepčných dokumentoch.
