Innovating Regions and their contribution to the achievement of EU regional policy goals: case study of Norway

Abstract:

Tato práce je zaměřena na problematiku regionální spolupráce v Evropě v oblasti inovací a přenosu znalostí, jež jsou prioritami Evropské unie, zmíněnými v Lisabonské strategii a považovanými za podmínky ekonomického růstu a posilování konkurenceschopnosti. Práce zmiňuje cíle regionální a inovační politiky EU a programy a platformy spolupráce, jež by měly vést k jejich dosažení. Vzhledem k zaměření práce na zapojení Norska, jako nečlenské země EU, ale významného člena EHP, do meziregionální spolupráce, je prostor věnován především programům, jichž se mohou účastnit všichni členové Evropského hospodářského prostoru, případně i třetí země. Intenzita a formy zapojení Norska do regionální spolupráce jsou demonstrovány na vybraném norském regionu, zmíněna je i kooperace Norska v severském regionu, jež je významnou platformou výměny zkušeností a znalostí. Prostor je věnován i problematickým oblastem norské regionální a inovační politiky a bariérám regionální spolupráce. V závěru se práce věnuje měření inovační výkonnosti a ukazatelům, které jsou v této oblasti používány k mezinárodnímu srovnání. Norské regiony jsou zapojeny do většiny programů meziregionální spolupráce v oblastech jako je podpora podnikání a inovací, výzkum či regionální rozvoj a v rámci svých vnitřních politik sleduje priority určené v Lisabonské strategii. V rámci práce byla přijata hypotéza, že Norsko jako nečlenský stát EU je schopno přispět zapojením do regionální spolupráce v Evropě a výměny zkušeností dosažení cílů Lisabonské strategie. Druhou hypotézou, jež byla v rámci této práce přijata byla teze, že regionální spolupráce v Evropě v oblasti inovací a přenosu znalostí přispívá k posilování ukazatelů inovační výkonnosti evropských regionů na základě European Innovation Scoreboard. Bylo tak potvrzeno, že programy regionální spolupráce v oblasti inovací a výzkumu pozitivně působí na ukazatele používané v metodice European Innovation Scoreboard (Evropského inovačního přehledu).

Abstract:

This thesis concentrates on regional cooperation in Europe in the innovation and knowledge transfer area, which are priorities of the European Union, and are mentioned in the Lisbon strategy as conditions for economic growth and strengthening of competitiveness. This work examines EU regional and innovation policy goals, and programs and platforms of cooperation, which should lead to achieving these goals. Because this work is concentrated on the achievements of Norway, as non EU member, but one of the important contributors of the European Economic Area (EEA) to regional cooperation, there is a focus in the thesis particularly on programs which all EEA members can join, or even third countries. The intensity and forms of regional cooperation that Norway participates in are examined in one specific Norwegian region as an example. Cooperation in the Nordic region is discussed as well, because it is an important platform for knowledge and experience exchange. Space is given to problematic areas of Norwegian innovation and regional policy and possible barriers to cooperation. In the final section, the paper deals with the measurement of innovation performance and indicators, which are used for international comparison in this area. Norwegian regions are participating in most EU programs for regional cooperation in areas such as promoting entrepreneurship and innovation, research, or regional development, and in its domestic policies Norway follows the priorities of the Lisbon agenda. In this thesis, the hypothesis was confirmed that Norway, as a non EU member, is able to contribute to reach the goals of the Lisbon strategy through regional cooperation in Europe and through the exchange of experience. The second hypothesis which was confirmed in the thesis, was that regional cooperation in Europe in innovation and knowledge transfer contributes to the strengthening of the indicators of innovation performance of the European regions according to the European Innovation Scoreboard. It was confirmed that programs for regional cooperation in the areas of innovation and research have a positive influence on indicators used in the European Innovation Scoreboard.
