The issue of human rights in Russia in a dialogue between the European Union and the Russian Federation

Abstract:

Předmětem této práce je analýza role, jakou zaujímá téma dodržování lidských práv v současném Rusku ve vztazích mezi Ruskou federací a Evropskou unií. Zaměřuje se na limity Evropské unie, které ovlivňují její možnost prosazovat toto téma ve vzájemném dialogu a dosahovat tím změny ruského postoje. Práce si klade za cíl v teoretické části popsat roli lidských práv v mezinárodním prostředí a mechanismy, s jejichž pomocí je možné prosazovat dodržování lidských práv na národní úrovni. V praktické části je na konkrétních případech demonstrována reakce EU na explicitní porušování lidských práv v Rusku. Mým předpokladem je, že lidskoprávní tematika, byť oběma stranami deklarovaná jako důležité téma, má v dialogu pouze roli deklaratorní a zásadně neovlivňuje vztahy obou entit v jiných dimenzích (zejména v dimenzi ekonomické spolupráce).

Abstract:

The thesis is an analysis of the role of human rights violations in contemporary Russia in relations between the Russian Federation and the European Union. It focuses on the limits of the European Union that affect its ability to promote this issue in dialogue and achieve the change in Russian conduct. In the theoretical part this thesis aims to describe the role of human rights in the international environment and the mechanisms through which is possible to promote human rights at the national level. In the practical part is demonstrated EU's responses to specific cases of explicit violations of human rights in Russia. My assumption is that human rights issues, both sides declared as an important issue, play in the dialogue only declarative role and in other dimensions don´t fundamentally influence the relations between the two entities (particularly in the dimension of economic cooperation).
