The System of Reserve of the Armed Forces of the Czech Republic for a Mobilization Use and the System Sustainability

Abstract:

Diplomová práce, na základě historických souvislostí, předkládá soudobé principy a mechanismy tvorby záloh ozbrojených sil ČR a poukazuje na neudržitelnost současného stavu. Tvorba záloh je z hlediska struktury charakterizována jako otevřený systém, tvořený vnějším prostředím, vnitřním prostředím a vzájemnými vazbami mezi jednotlivými systémovými prvky. Stěžejní prvky vnějšího prostředí a základní prvky vnitřního prostředí systému jsou kompletně identifikovány a popsány. Prvky vnějšího prostředí jsou následně vyhodnoceny z hlediska vlivu jejich působení na základní prvky vnitřního prostředí. Prvky vnitřního prostředí jsou kvantifikovány a prognosticky zpracovány k stanovení předpokladu vývoje systému v čase. Logicky návazné statě textu diplomové práce průběžně nalézají nezmapované oblasti problematiky systému vytváření záloh a vytvářejí tak základ pro sestavu otázek k zodpovězení expertní skupinou. Na základě výsledků odpovědí expertní skupiny je navrženo optimalizační řešení k zajištění udržitelnosti systému záloh, s opatřeními vhodnými k aplikaci v horizontu blízké budoucnosti.

Abstract:

The diploma thesis, based on historical context, presents the contemporary principles and mechanisms of the creation of reserve of the armed forces of the Czech Republic and points out the unsustainability of the current situation. In terms of structure, reserve of the armed forces is characterized as an open system, formed by the external and internal environment and mutual links between system elements. The core elements of the external environment and the core elements of the internal environment are completely identified and described. Elements of the external environment are evaluated in terms of their effect on basic elements of the internal environment. Elements of the internal environment are quantified and prognostically processed to determine the assumption of system development in time. The logically connected parts of the thesis continuously find uncharted areas of the issue of the system of creating reserve and create the basis for a set of questions to be answered by the expert group. Based on the results of the expert group´s responses, an optimization solution is proposed to ensure the sustainability of the reserve system, with measures suitable for application in the near future.
