The role of external actors in the Yemen conflict

Abstract:

Když v Jemenu v roce 2014 vypukla válka, jednalo se o vnitrostátní konflikt s omezeným počtem lokálních aktérů. Počínaje saúdskou intervencí v roce 2015 však do války začalo vstupovat stále více externích aktérů, což vedlo k internacionalizaci konfliktu. Cílem této práce bylo zaměřit se na vybrané externí aktéry a definovat jejich roli a zájmy v konfliktu. Mezi analyzované aktéry patří Saúdská Arábie, USA a Spojené arabské emiráty, které do války vstoupily na straně oficiální jemenské vlády prezidenta Hádího. Dále se práce věnuje Íránu a Hizballáhu, jejichž podporu v konfliktu získali Hútíové, a AQAP a Islámskému státu, kteří jsou nestrannými aktéry. Práce se zaměřuje především na Írán a Saúdskou Arábii a snaží se nahlížet na jemenskou válku optikou jejich regionálního mocenského soupeření. Z toho důvodu je v práci využívána teorie rovnováhy moci, pomocí níž je možné vnímat zapojení těchto dvou aktérů do konfliktu jako snahu o mocenské vyvažování. Tuto perspektivu je možné aplikovat i na zbylé externí aktéry a díky tomu zjistit, jak jejich chování ve válce přispívá k rovnováze moci mezi Íránem a Saúdskou Arábií.

Abstract:

When in 2014 a war started in Yemen, it was just internal conflict with a limited amount of local actors. However more and more external actors were involving, starting with Saudi intervention in 2015. This led to internationalization of the conflict. The objective of this thesis is to focus on chosen external actors and to define their role and their motives in conflict. Among analyzed actors belong Saudi Arabia, USA and United Arab Emirates which entered the conflict on behalf of official Yemen government and their president Hadi. The thesis is next focused on Iran and Hezbollah, whose support was devoted to Houthis, and AQAP and the Islamic state, which are all neutral actors. The thesis is focused on Iran and Saudi Arabia and is trying to look at the Yemen war from the perspective of their regional battling for power. For this reason, there is implemented the theory of the balance of power, in this thesis, which helps us to see motives of those two actors. From this point of view, it could be just power balancing. This perspective could be applied on remaining actors as well and from that we can figure out how their behavior contributes to power balancing between Iran and Saudi Arabia.
