Flood preparednese in the selected municipality

Abstract:

Anotace Téma bakalářské práce se zabývá aktuální problematikou, kterou je připravenost vybrané obce na povodně. Teoretická část nejprve obecně pojednává o ochraně obyvatel před povodněmi, významných povodňových událostech, protipovodňových opatřeních a orgánech. Samostatná kapitola se zaměřuje na konkrétní obec, a to jihočeské město Strakonice, kde jsou popsány protipovodňové orgány, evakuace obyvatelstva a protipovodňové zábrany. Město je ohrožováno zejména řekou Otavou, a proto jsou povodně pro něj značnou hrozbou. Praktická část zahrnuje analýzu potenciálních zdrojů ohrožení vybraného regionu a prováděné řízené rozhovory se zástupci města Strakonice a Hasičského záchranného sboru. Na základě těchto rozhovorů je použita metoda Ishikawa diagramu a pro vyhodnocení výsledků je využita metoda matice rizik. Na základě provedeného výzkumu jsou navržena opatření, která povedou ke zvýšení úrovně připravenosti města Strakonice na povodně.

Abstract:

Annotation The bachelor thesis deals with the current topic, which is the preparedness of the selected municipality for floods. The theoretical part is initially focused on the protection of the population against floods, significant flood events on flood protection measures and flood authorities. A separate chapter is focused on a specific municipality, which is the South Bohemian town of Strakonice. Where flood protection authorities, evacuation of the population, flood barriers are described. The Otava River flows through the city and floods are a great threat in the city. The practical part includes an analysis of possible sources of threat to the selected region, further conducted interviews with representatives of the town of Strakonice and the Fire Rescue Service. Based on the interviews obtained, the Ishikawa diagram method is used and the risk matrix method was used to evaluate the results. Based on the research, measures leading to increasing the level of flood preparedness in the town of Strakonice are proposed.
