Workers' Film Festival and its function in the cultural policy of the communist regime

Abstract:

Ve své disertační práci jsem se zaměřil na Filmový festival pracujících (FFP). Tato nejmohutnější akce s filmem v Československu byla založena v roce 1948 ve Zlíně a poslední ročník proběhl v roce 1990 na 95 místech. I přes tuto mohutnost (nebo právě kvůli ní) nebyla akci doposud věnována ucelenější badatelská pozornost. Moje studie se zaměřuje především na prvních 12 let, tedy roky 1948-1960. První část, metodologická a koncepční, představuje hlavní pojmy a teze. Nastiňuji historii filmových festivalů, typické festivalové lokality a hlavní důvody jejich vzniku. FFP je však vůči teoretické klasifikaci poměrně rezistentní a definovat jej jako filmový festival je poněkud problematické. Zcela na něm chyběla obchodní funkce a v průběhu let popírala akce některé další festivalové příznaky. Mnohem více než festival jej lze chápat jako projev režimní festivity, manifestační nástroj, oslavu a periodicky se opakující rituál. Film v 50. letech fungoval jako integrační nástroj, který dopomáhal režimu ve výchově a proměně hodnotového systému diváků. FFP byl díky doprovodným akcím, projevům a přednáškám zesílením těchto snah. Druhá kapitola se snaží nastínit historii FFP od jeho počátků až do roku 1990. FFP se ze soutěžního festivalu v roce 1948 (a částečně v roce 1949) proměnil od roku 1950 na kulturně-politickou manifestaci. Stejné však zůstalo propojení s MFF, kdy byl na FFP uváděn výběr vítězných a oceněných filmů z MFF. Propojení stvrdily i roky 1953 a 1955, kdy neproběhla ani jedna z akcí. Od ½ 50. let se však akce začaly oddělovat. MFF se profiloval do soutěžní akce s mezinárodními ambicemi. To v roce 1956 stvrdilo udělení kategorie „A“ od FIAPF. FFP se sice dále rozšiřoval, ale jeho význam nepřesahoval hranice země. Od roku 1959 se musel MFF v Karlových Varech střídat s MFF v Moskvě. FFP započal novou éru, kdy se oddělil od MFF a začal se proměňovat. Návrat k soutěžnímu charakteru však vydržel do roku 1965. Poté se FFP opět vrátil k charakteru nesoutěžní přehlídky. Navíc kvůli nevhodnosti některých filmů pro letní amfiteátry se FFP rozdělil na dvě akce. Ty se lišily časově ale i dramaturgicky. Poslední významnější změna nastala v roce 1972, kdy se FFP opět vrátil k soutěžnímu charakteru. Podzimní FFP byl toho roku přesunut na následující zimu a do jeho programu se v lichých letech dostávaly filmy z MFF předešlého roku. Na posledním ročníku se projevil fakt, že FFP byl organizován s určitou setrvačností. Seshora tvorbou plánů a distribučních balíků, ale i zespoda, díky nadšení organizátorů. Závěr FFP sice proběhl v roce 1990, ale i poté se projevily snahy o organizování obdobných přehlídek. Třetí kapitola podrobněji se věnuje dualitě MFF a FFP. MFF byl pevně spjatý s jedním místem, respektive se od roku 1949 nastálo usídlil v Karlových Varech. Oproti tomu FFP vznikl jako akce spojená s městem Zlín, avšak tento lokální charakter se od dalšího ročníku rozostřil, když se FFP rozšiřoval neustále do dalších míst. Těmi byla letní kina a velké amfiteátry, ale i alternativní prostory, které byly adaptovány pro účely FFP. Rozdílný byl i soutěžní charakter obou akcí. Na MFF byly udíleny ceny po celou dobu jeho existence, avšak FFP měl soutěžní charakter jen v několika obdobích. Ceny FFP navíc nelze chápat jako ocenění kvality filmů, ale mnohem více jako příčinu jejich kvality. Tedy „vykonání“ toho, že takto oceněné filmy slouží k výchově a formování diváků. Hlavní výdobytek FFP, dělnická porota, fungoval navíc jen v roce 1948 a částečně v roce 1949. Oceňování v dalších letech fungovalo na jiném základě. Ceny udílené v rámci FFP však jen málokdy svým významem přesáhly hranice Československa.

Abstract:

Čtvrtá kapitola se zaměřuje na tři funkce FFP – manifestační, edukační a integrační. Jádrem této kapitoly je analýza funkcí a využití filmu na FFP odbory. Masová a masivní replikace, zahájená rokem 1949, proměnila filmovou akci v kulturně-politický nástroj. Sleduji proměny a posuny od dělnické poroty ke kulturním mediátorům, kteří pomocí přednášek, úvodů a následných diskusí měli formovat diváky. Podobně jako poroty však i tento edukativní rozměr narážel na limity jeho tvůrců, ale i příjemců. Odborové prameny popisují často poněkud trudný příběh. Ten začíná velkými plány. Pokračuje jejich, poněkud nedokonalou, realizací a končí shrnutím všeho, co nevyšlo tak, jak bylo na počátku plánováno. Dopad většina popisovaných postupů snažících se o integraci (či ideologickou indoktrinaci) byl spíše iluzorní.

Abstract:

My Thesis deals with the Workers' Film Festival (WFF). The largest film event in Czechoslovakia was established in Zlin in 1948; its last edition was held in 95 places in 1990. Despite its massive scale (or maybe due to it) researchers have not paid much attention to it yet. The study focuses primarily on the first 12 years, i.e. years 1948 – 1960. The first part, which is methodological and conceptual, presents the key terminology and statements. It deals with the history of film festivals, typical festival locations, and main reasons of their establishment. However, the WFF is rather resistant to any theoretical classification and to define it as a film festival is somewhat tricky. Its commercial function was totally missing and, with the passage of time, the event also lacked other festival attributes. Rather than a festival, it should be understood as an expression of the regime's festivity, a manifestation tool, celebration and a periodically repeating ritual. In the 1950s, the film was used an integration tool which helped the regime educate viewers and change their system of values. The WFF along with its accompanying events, speeches and lectures intensified such efforts. The second chapter aims to outline the WFF history from its beginning until 1990. In 1950, WFF transformed from a competition festival (as in 1948 and partially in 1949) into a cultural and political manifestation. However, the connection with the IFF remained the same because the WFF showed a selection of award-winning films. The connection was also demonstrated in 1953 and 1955 in which years neither of the events was held. In the mid-1950s, however, the two events started to drift apart. The IFF became a competition event with international ambitions. It was confirmed by awarding the "A" category by the FIAPF in 1956. The WFF continued to grow but its significance did not extend beyond the national border. The IFF in Karlovy Vary had to alternate with the IFF in Moscow from 1959. The WFF started a new era after it separated from the IFF; it started to change gradually. However, it only retained its renewed competition nature until 1965. After that the WFF became a non-competition show again. Moreover, it was split into two events because some films were not suitable for open air cinemas. They differed in time as well as dramaturgy. The last important change was made in 1972 when the WFF regained its competition nature. In the same year, its term was moved from autumn to the following year's winter and it was held every odd year since. Its program included films from the previous year's IFF. The last edition of the WFF demonstrated the inertia of its organization: from above, by creating plans and distribution packages, but also from below by the enthusiasm of its organizers. The year 1990 saw the end of the WFF, but there were some efforts to hold similar shows later on. The third chapter deals with the duality between the IFF and the WFF. The IFF has been closely associated with a single location; it has been permanently held in Karlovy Vary since 1949. On contrary, the WFF was established as an event connected with the city of Zlin. However, the regional character was somewhat blurred by extending the WFF to other places such as open air cinemas, large amphitheaters as well as alternative premises adapted for purposes of the WFF. The competition character of both events was also different. The IFF has awarded films throughout its entire existence; on the other hand, the WFF only had a competition nature only in some periods. Moreover, the WFF awards cannot be interpreted as an appreciation of the quality of films, but rather as a cause of their quality, i.e. "making" such awarded films educate and form the audience. The working class panel of judges, which was the greatest achievement of the FFP, operated only in 1948 and partially in 1949. Prize-awarding was based on another principle in the following years. ded beyond the borders of Czechoslovakia. The fourth chapter deals with three functions of the FFP: manifestation, education, and integration. The chapter focuses on the analysis of the function and use of the FFP films by unions. Mass and massive replication, initiated in 1949, transformed a film event into a cultural and political instrument. It monitors the transformation and shift from the working class judges to cultural mediators who aimed to form the audience by means of lectures, introductions and discussions. However, like the panel of judges, such educational element was restricted by the limitations of its creators as well as recipients. Specialized literature often refers to a rather sad story. It always starts with great plans, continues with a rather imperfect implementation, and ends with a summary of everything which did not come out as it was planned at the beginning. The effect of most of the above described procedures which aimed to integrate (or ideologically indoctrinate) was rather illusive.
