Security Policy of the Czech Republic

Anotace:

Bakalářská práce se věnuje komplexní analýze bezpečnostní politiky České republiky v kontextu dynamicky se měnícího globálního prostředí 21. století. Hlavním cílem je zhodnotit připravenost státu a jeho bezpečnostních sborů na moderní hrozby, přičemž je kladen důraz na konfrontaci strategických koncepcí s operativní realitou příslušníků v první linii. Teoretická část mapuje vývoj bezpečnostního systému od roku 1993, analyzuje institucionální rámec a klíčové strategické dokumenty, zejména Bezpečnostní strategii ČR z roku 2023. Práce podrobně kategorizuje aktuální hrozby, zahrnující hybridní působení, kybernetickou bezpečnost, terorismus a environmentální rizika. Praktická část je postavena na kvalitativním výzkumu realizovaném formou polostrukturovaných rozhovorů s příslušníky Hasičského záchranného sboru ČR a Policie ČR. Výzkum odhalil stoprocentní expozici respondentů vůči dezinformacím a identifikoval zásadní rozdíly ve vnímání prioritních hrozeb mezi oběma sbory. Výsledná analýza poukazuje na kritické limity v podobě personálního podstavu, technologického dluhu v oblasti kybernetické bezpečnosti a deficitů v materiálních rezervách civilní ochrany. Práce v závěru syntetizuje zjištěné poznatky a formuluje doporučení pro posílení celospolečenské odolnosti a optimalizaci systému odborné přípravy.

Abstract:

This bachelor thesis provides a comprehensive analysis of the security policy of the Czech Republic within the context of the dynamically changing global environment of the 21st century. The primary objective is to evaluate the readiness of the state and its security forces for modern threats, emphasizing the confrontation between strategic concepts and the operational reality of first responders. The theoretical part maps the development of the security system since 1993, analyzes the institutional framework, and examines key strategic documents, particularly the 2023 Security Strategy of the Czech Republic. The thesis categorizes current threats in detail, including hybrid warfare, cybersecurity, terrorism, and environmental risks. The practical part is based on qualitative research conducted through semi-structured interviews with members of the Fire and Rescue Service and the Police of the Czech Republic. The research revealed 100% exposure of respondents to disinformation and identified fundamental differences in the perception of priority threats between the two services. The resulting analysis highlights critical limits such as personnel shortages, a technological gap in cybersecurity, and deficits in material reserves for civil protection. In conclusion, the thesis synthesizes the findings and formulates recommendations for strengthening societal resilience and optimizing the professional training system.
