Hodnocení „normativního“ controllingu v malých a středních podnicích v Bavorsku

Abstract:

Tato práce analyzuje tři úrovně controllingu, normativní, operativní a strategický controlling. Nejprve je provedena studie obecného poznání a implementace normativního controllingu v malých a středních podnicích ve strojírenství a v elektrotechnickém průmyslu. Ve většině provedených studií se pozornost zaměřuje především na operativní controlling. V dalším kroku je navržen použitelný koncept normativního controllingu pro výše uvedená odvětví. Tato koncepce normativního controllingu je následně hodnocena na základě identifikovaných parametrů z pohledu jejich významu pro podnikatelské subjekty. Ve třetí studii jsou testovány tři kontrolní úrovně z pohledu jejich obecné účinnosti a efektivity a rozsahu jejich implementace. Pro všechny tři studie se používá soubor primárních výzkumných dat. Všechny tři průzkumy byly zaměřeny na bavorské malé a střední podniky v odvětví strojírenství a elektrotechnického průmyslu.Pro hodnocení významnosti faktorů vedoucích k odmítání normativního controllingu jsou využity regresní modely a faktorové analýzy. Hodnocené faktory zahrnují měsíční hodiny odpracované v normativním, strategickém a operativním controllingu a procento přijetí normativního, strategického a operativního controllingu, používané normativní nástroje controllingu a počet zaměstnanců pracujících v oddělení controllingu. Na základě empirické analýzy byly jako významné vlivy v situaci bavorských malých a středních podniků míra akceptace (měsíční kapacita vedoucího kontrolního oddělení) ve vztahu k hodinám (měsíční počet hodin pracovní kapacity) oddělení normativního controllingu a nástroje (počet použitých nástrojů), u kterých byla prokázána statisticky významná souvislost obdobně jako zaměstnanci (počet zaměstnanců v oddělení controllingu). S rostoucím významem schopnosti organizace veřejně demonstrovat svůj úspěch při dosahování cílů a zvláště v jejím vlivu na společnost se význam stanovení normativů a jejich kontroly promítne do vyšších požadavků na pracovní kapacitu controllingových oddělení.

Abstract:

This work analyses the three controlling levels normatives, operational and strategic controlling. First, there is carried out a study of the general knowledge and practice of normatives controlling in SMEs in the mechanical and electrical engineering industry. In most conducted studies, the focus is on the operational controlling. In the next step, an applicable normatives controlling concept for the above-mentioned industry sector is worked out. This normatives controlling conception is rated with individual defined parameters for their significance for business entities in accordance with a second study. The three controlling levels are tested about their general effectiveness and efficiency and their scope of presence with a third study. For all three studies, a primary research data set is used. All three surveys were aimed on Bavarian SME's in the mechanical and electrical industry sector. Regression models and factor analyses are applied for the assessment of significance of the influencing factors, which are causing the negligence of the normatives' controlling. Monthly hours worked in the normatives, strategic and operational controlling, and percentage acceptance of the normatives, strategic and operational controlling, used normatives' controlling instruments, and the number of employees working in the controlling department are considered as the influencing factors. The empirical evidence identifies Acceptance (monthly capacity of the head of controlling department) in relation to the Hours (monthly hours of work capacity) of normatives' controlling departments as significant influences in Bavarian SMEs, and Instruments (number of instruments used), which proved to be statistically significant as well as the Employees (number of employees in controlling department). With the growing importance of the ability of an organization to publicly demonstrate its success in reaching objectives and specifically in its societal impacts, the importance of setting normatives and their control will project into higher demands on the work capacity of the controlling departments.
