Impacts of the COVID-19 pandemic on state cultural institutions and analysis of the economic development of the Terezín Memorial and Lidice Memorial in 2017-2021

Abstract:

Bakalářská práce analyzuje a kvantifikuje ekonomické dopady pandemie COVID-19 na příspěvkové organizace Ministerstva kultury, k čemuž využívá ukazatele vývoje návštěvnosti, tržeb a ekonomické soběstačnosti. Na to navazují případové studie dvou státních kulturních institucí, Památníku Terezín a Památníku Lidice, které zkoumají danou problematiku z mikroekonomického hlediska a ukazují, jak se vybrané organizace vypořádaly s nastalou situací. Teoretická část poskytuje základní informace o fungování kulturního sektoru a příspěvkových organizací, jež jsou následně v práci využity. Data pro výzkum v praktické části byla získána z Národního informačního a poradenského střediska pro kulturu, Českého statistického úřadu, odboru příspěvkových organizací Ministerstva kultury a publikací poskytnutých Památníkem Terezín a Památníkem Lidice. Výsledky práce potvrzují obě stanovené hypotézy: „Dopady pandemie COVID-19 by bez státní pomoci byly pro příspěvkové organizace, závislé na turistickém ruchu, likvidační“ a „Památník Terezín, jako ekonomicky soběstačnější příspěvková organizace, byl pandemií postižen více než Památník Lidice“. Bakalářská práce přináší zhodnocení problému, jemuž doposud nebylo v České republice věnováno dostatek pozornosti a navrhuje doporučení, která by mohla v případě další krize zmírnit, popřípadě zcela pokrýt potenciální výpadky příjmů kulturních institucí.

Abstract:

The bachelor's thesis analyzes and quantifies the economic impacts of the covid pandemic on State-funded Institutions of the Ministry of Culture of the Czech Republic, using indicators of the development of attendance, sales and economic self-sufficiency. This is followed by case studies of two state cultural institutions, the Terezín Memorial and the Lidice Memorial, which examine the issue from a microeconomic point of view and show how these selected institutions dealt with the situation. The theoretical part provides basic information about the functioning of the cultural sector and State-funded Institutions, which are then used in the work. The data for the research in the practical part were obtained from the National Information and Counseling Center for Culture, the Czech Statistical Office, the Department of Contributory Organizations of the Ministry of Culture and publications were provided by the Terezín Memorial and the Lidice Memorial. The results of the work confirm both established hypotheses: „Without state aid, the effects of the COVID-19 pandemic would be liquidating for funded institutions dependent on tourism“ and „The Terezín Memorial, as a more economically self-sufficient State-funded institution, was more affected by the pandemic than the Lidice Memorial“. The bachelor's thesis provides an evaluation of a problem that has not been given enough attention in the Czech Republic so far and proposes recommendations that could alleviate or completely cover potential income shortfalls of cultural institutions in the event of another economically adverse event.
