Financing of Culture in Brno

Abstract:

Diplomová práce se věnuje financování kultury v rámci města Brna se zaměřením na veřejné rozpočty a na efektivitu vynakládání veřejných prostředků. Práce shrnuje základní definice kultury i její ukotvení v našem právním řádu, prověřuje využitelnost statistických zdrojů, pozornost věnuje komparaci způsobů správy a financování kultury v České republice i v zahraničí, analyzuje strategické dokumenty města Brna a zaměřuje se na příspěvkové organizace a na možnosti jejich transformace. Na závěr obsahuje návrhy a doporučení pro zlepšení stávajícího stavu na národní, regionální a místní úrovni.

Abstract:

The diploma thesis is devoted to the financing of culture within the city of Brno with a focus on public budgets and the efficiency of spending public funds. The thesis summarizes the basic definitions of culture and its anchoring in our legal system, examines the usability of statistical sources, pays attention to the comparison of methods of administration and financing of culture in the Czech Republic and abroad, analyses the strategic documents of the city of Brno and focuses on contributory organizations and the possibilities of their transformation. At the end, it contains suggestions and recommendations for improving the current situation at the national, regional and local level.
