The impact of quantitative variables of public procurement bids on final price

Abstract:

Tato bakalářská práce se zabývá problematikou faktorů ovlivňujících počty nabídek a vysoutěžené ceny veřejných zakázek. Cílem práce bylo regresní analýzou reálných dat určit, jak jednotlivé parametry ovlivňují cenu. Data pochází z Informačního systému o veřejných zakázkách a z profilů zadavatelů, kterými jsou města nacházející se v Královéhradeckém a Středočeském kraji. Data se týkají pouze veřejných zakázek na stavební práce, které byly zadány podle nového zákona č. 134/2016 Sb., tedy v letech 2016-2021. Práce je rozdělena do 4 kapitol. První teoreticky vymezuje veřejné zakázky, další trh a výzkum veřejných zakázek v České republice a Evropské unii. V třetí kapitole jsou diskutovány faktory a předpoklady, jak ovlivňují vysoutěženou cenu. V poslední kapitole jsou hypotézy ověřovány regresní analýzou.

Abstract:

This thesis deals with the issue of factors influencing the number of bids and tendered prices of public contracts. The aim of the thesis was to use regression analysis of real data to determine how individual parameters affect price. The data comes from the Public Procurement Information System and from the profiles of the contracting authorities, which are cities located in the Hradec Králové and Central Bohemia regions. The data refers only to public works contracts awarded under the new Act no. 134/2016 Sb., i.e. in the years 2016-2021. The thesis is divided into 4 chapters. The first one defines public procurement from a theoretical point, the next one the public procurement market and research on public procurement in the Czech Republic and the European Union. The third chapter discusses the factors and predicts how they affect the winning price. In the last chapter the hypotheses are tested by regression analysis.
