Housing of social excluded families with children in Brno – Needs Assessment from the perspective of the stakeholders

Abstract:

Práce se zabývá analýzou potřeb v oblasti programu sociálního bydlení sociálně slabých rodin s dětmi z hlediska argumentativní politické analýzy. Teorie se věnuje nejprve obecně problému bydlení slabých složek společnosti v České republice, příčinám dnešních strukturálních problémů na trhu s bydlením a specifikům problematiky bydlení sociálně vyloučených Romů a romských rodin s dětmi, dále uvádí strategie řešení současných aktérů v této oblasti a jejich cíle a nástroje. Analýza potřeb v praktické části nastíní hlavní potřeby programu v oblasti sociálního bydlení pro rodiny s dětmi z pohledu různých perspektiv aktérů na řešení situace bytové nouze sociálně vyloučených rodin s dětmi v Brně. Jelikož subjektivní vnímání potřeb programu může ovlivnit nejen proces utváření, ale také podobu provedení daného programu nebo spolupráci jednotlivých stakeholderů, což se promítá do jeho výsledků, empirická část práce vychází z poznatků argumentativního přístupu k politické analýze. Argumentativní přístup ve vědě poukazuje na fakt, že chápání problému pouze na základě určitého daného souboru vědění může být značně limitující, a dokonce může docházet k manipulaci tohoto souboru vědění za účelem prosazení určitých zájmů nebo ospravedlnění určitých politik. Cílem práce je tedy rozvinout diskuzi o možné spolupráci těchto aktérů v rámci participativního přístupu, a to na základě kvalitativní analýzy jejich postojů a názorů. Z analýzy by měla vyplynout debata o tom, v jakých bodech se jednotliví aktéři shodnou, v jakých bodech a čím se naopak liší, jak jsou jednotlivé body důležité, je-li vůbec takto široká spolupráce možná a za jakých podmínek, a které žádoucí charakteristiky by měl program obsahovat, aby vedl ke zlepšení situace.

Abstract:

The thesis concerns of Needs Assessment of the program of social housing of the social excluded families from the view of the argumentative political analysis. Theoretical part discusses the problem of housing of the poor in the Czech Republic in general, the causes of the structural problems in the housing market and the specifics of the issues of housing of the socially excluded Romani families with children. The needs assessment in the practical part outlines the main needs of the program of the social housing for the families with children from the various perspectives of stakeholders in Brno. Because the subjective perception of the needs of the program can affect the process of the creation as well as the form of implementation of the program or the cooperation of the stakeholders, and that can be reflected in the outcomes, the empirical part of the thesis works on the assumption of the argumentative approach to the political analysis. The argumentative approach in the science refers to the fact that the understanding of the problem based on given knowledge can be limited and can be even manipulated in order to enforce certain interests or justify certain politics. The goal of the thesis is to discuss a possible cooperation of the stakeholders in the frame of the participative approach based on the qualitative analysis of their attitudes and opinions. The discussion on what points of views the stakeholders agree on or not will emerge from the analysis, what points are important and in what conditions the wide cooperation is possible. The desirable needs of the program will be noted as well.
