The concept of resilience from the perspective of the EU in the period 2016-2021

Abstract:

Tato bakalářská práce se zabývá přístupem Evropské unie ke konceptu odolnosti z hlediska evropské politiky sousedství. Klíčovým se stává období 2016–2021, kdy je pojem odolnosti hojně zmiňován a využíván po jeho zavedení do provádění strategie unijní sousedské politiky v roce 2016. Cílem práce je na základě analýzy klíčových strategických dokumentů evropské politiky sousedství zjistit, jakým způsobem Evropská unie přistupuje k pojmu odolnost a jakým způsobem je odolnost vnímána ve vztahu k dvěma unijním sousedským regionům – jižnímu sousedství a Východnímu partnerství. Teoretická část práce vymezuje pojem odolnost a jeho definici. V empirické části je nejdříve představena evropská politika sousedství a následně analyzováno pojetí odolnosti z perspektivy Evropské unie před a po jejím zavedení v kontextu evropské politiky sousedství. Na závěr analýzy jsou shrnuty zjištěné poznatky.

Abstract:

This bachelor thesis examines the European Union's approach to the concept of resilience in the context of the European Neighbourhood Policy. The period 2016-2021 becomes a key one as the concept of resilience is widely mentioned and used after its implementation in the EU Neighbourhood Policy strategy in 2016. By analysing key strategic documents of the European Neighbourhood Policy, the aim of this thesis is to identify how the European Union approaches the concept of resilience and how resilience is perceived in relation to the two EU neighbourhood regions - the Southern Neighbourhood and the Eastern Partnership. The theoretical part of the thesis defines the concept of resilience and its definition. The empirical part first introduces the European Neighbourhood Policy and then analyses the concept of resilience from the perspective of the European Union before and after its implementation in the context of the European Neighbourhood Policy strategy. The analysis concludes with a summary of the findings.
