Referendum as a tool of direct democracy - a case study comparing the Slovak Republic and the Czech Republic

Abstract:

The bachelor's thesis deals with the referendum as a tool of direct democracy in the context of the Slovak and Czech Republics. The structure of the work, which is divided into three chapters, is based on this goal. In the beginning of the work, the concept of direct democracy and its historical roots, as well as basic principles and forms, are defined. In the first part, we define the term Representative democracy, also known as indirect democracy, and its form of democratic system. In the second part, the referendum is defined in the constitution, its advantages and disadvantages also in the international context. The possibility to support democracy and transparency in the political system, to enable citizens to participate in the decision-making process. This case study at the end of the thesis provides a deep understanding of the current state and relations between the Czech Republic and the Slovak Republic, as well as a broader context of their shared history and shared experiences. The aim of the work is the comparison of referendums in the Czech and Slovak Republics through the analysis of specific resulting referendums in both countries from their distribution in 1993 in some years to the present and the use of referendums in democracy. At the same time, identify areas in which both states have potential for cooperation and improvement. As part of the bachelor's thesis, we use some findings that, among other things, were devoted to selected aspects of the constitutional system. At the end of the work, we will try to propose several possible solutions that would help to increase the political awareness of first-time voters and also to reevaluate their attitudes, which shape their electoral behavior in the Slovak and Czech Republics. The intention is also to find out why first-time voters are generally referred to as a specific group of voters. Possibilities for a future solution to rapid voting, thereby contributing to the efficiency of referendums in the future.

Abstract:

Bakalárska práca sa zaoberá referendom ako nástrojom priamej demokracie v kontexte Slovenskej a Českej republiky. Od tohto cieľa sa odvíja aj štruktúra práce, ktorá je rozdelená do troch kapitol. V úvode práce je definovaný pojem priamej demokracie a jeho historické korene , ako aj základné princípy a formy. V prvej časti si definujeme pojem Reprezentatívna demokracia, známa aj ako indirektná demokracia, a jej forma demokratického systému. V druhej časti je definovanie referenda v ústave, jeho výhody, nevýhody aj v medzinárodnom kontexte. Možnosť podporiť demokraciu a transparentnosť v politickom systéme, umožniť občanom zapojiť sa do rozhodovacieho procesu. Táto prípadová štúdia v závere práce poskytuje hlboké pochopenie súčasného stavu a vzťahov medzi Českou a Slovenskou republikou, ako aj širší kontext ich spoločnej histórie a spoločných skúseností. Cieľom práce je komparácia referend v Českej a Slovenskej republike prostredníctvom analýzy konkrétnych výsledných referend v oboch krajinách od ich rozdelenia 1993 v niektorých rokoch po súčasnosť a využitia referend v demokracii. Zároveň identifikovať oblasti, v ktorých majú oba štáty potenciál pre spoluprácu a zlepšenie. V rámci bakalárskej práce využívame niektoré zistenia, ktoré sa okrem iného venovali vybraným aspektom ústavného systému. V závere práce sa pokúsime navrhnúť aj niekoľko možných riešení, ktoré by pomohli prispieť k zvýšeniu politického povedomia prvovoličov a rovnako aj k prehodnoteniu ich postojov, ktoré formujú ich volebné správanie v Slovenskej a Českej republike. Zámerom je tiež zistiť, prečo sú prvovoliči vo všeobecnosti označovaní ako špecifická skupina voličov. Možnosti budúceho riešenia rýchleho hlasovania, a tým prispieť k efektívnosti referendám v budúcnosti.
