Food self-sufficiency of the Czech Republic

Abstract:

Potravinová soběstačnost České republiky je problematikou velmi obsáhlou a složitou. Existuje více úhlů pohledu, do jaké míry má být stát v produkci komodit soběstačný. Je zde široké spektrum způsobů, jak se dá potravinová soběstačnost hodnotit. V dnešní době, většina odborníků na tuto problematiku ustoupila od názoru, že naprostá potravinová soběstačnost je to nejlepší pro stát. Dnes, když je Česká republika členem Evropské unie, je ještě složitější preferovat pěstování určitých komodit. Funguje systém volného trhu a nikdo nemůže zemědělcům říkat, co mají na polích pěstovat či které druhy masa produkovat. Hlavním cílem bakalářské práce je co nejvíce přiblížit problematiku potravinové soběstačnosti a uvést fakta s ní spojená.V bakalářské práci byla zkoumána a charakterizována problematika potravinové soběstačnosti. V práci je řešena potravinová bezpečnost, která je na potravinovou soběstačnost úzce navázána. Práce dále představuje způsoby hodnocení potravinové soběstačnosti, které jsou využívány ve světě, a informuje o velikostech produkce komodit z dostupných statistických dat. Bakalářská práce popisuje modely pro vypočítání potravinové soběstačnosti, které jsou vytvořené speciálně pro Českou republiku.Při utváření práce jsem informace čerpal jak z anglických, tak i z českých knižních a internetových zdrojů. Nejvíce nápomocná mi byla literatura pojednávající o transformačních změnách v české společnosti v průběhu devadesátých let od Spěváčka. Dále jsem čerpal informace od autorů jako Bečvářová, Fiala, Sálusová, Holman a dalších. Při popisu metod určených pro hodnocení potravinové soběstačnosti jsem informace bral od anglických autorů jako je Labourd, Tolatz a další. Při tvorbě grafů bych se neobešel bez dat a informací z Českého statistického úřadu, EUROSTATU a každoročně vydávaných Zelených zpráv od Ministerstva zemědělství. Práce dokazuje, že v České republice poklesla produkce většiny komodit od roku 1989, tedy od Sametové revoluce. Česká republika je soběstačná v rostlinných komoditách, jako je pšenice, cukrová, řepa či řepka olejná. Horší situace je v živočišné výrobě, kdy v hovězím, vepřovém a drůbežím Česká republika nedosahuje soběstačnosti. Velkou výzvou pro zemědělství České republiky bude, jak se vypořádat se zvyšováním průměrné roční teploty a odlivem pracovníků z tohoto sektoru. Dále s úbytkem orné půdy a využíváním orné půdy k energetickým účelům.Závěrem bych řekl, že potravinová soběstačnost je otázkou národní suverenity. Je vždy dobré pro stát dokázat vyprodukovat takové množství potravin, které je schopno nasytit obyvatelstvo. V dnešní době, kdy je většina vyspělých států součástí Evropské unie, včetně České republiky, se na potravinovou soběstačnost zapomíná. Existuje Společná zemědělská politika, kde neexistují cla a státy tudíž nemají potřebu pokrývat domácí poptávku vlastní výrobou. Největší otázkou je, jak se bude budoucnost Evropské unie odvíjet. Zda dojde k ještě hlubší integraci, nebo se záležitosti začnou řešit znovu více na národních úrovních. Podle tohoto vývoje bude otázka soběstačnost více či méně aktuální.

Abstract:

Food self-sufficiency OF the Czech Republic is a very comprehensive and complex issue. There are several perspectives on the extent to which the state is to be self-sufficient in the commodity production. There is a wide range of ways to assess food self-sufficiency. Nowadays, most experts on this issue have given way to the idea that total food self-sufficiency is the best for the state. Today, since the Czech Republic is a member of the European Union, it is even more difficult to favor the cultivation of certain commodities. There is a free market system and no one can tell farmers what to grow on the fields or what kinds of meet to produce. The main goal of the bachelor thesis is to elaborate on the food self-sufficiency problematic and to provide facts in connection to such. The bachelor thesis analyzed and characterized the problematic of food self-sufficiency. The bachelor thesis examined the problem of food security, which is connected to the food self-sufficiency. The bachelor thesis presents some possibilities on how to rate food self-sufficiency in the world. The thesis describes specific models of how to rate self-sufficiency, that are used in the world and informs about the scale of the production of commodities based on the available statistical data.The bachelor thesis describes models for calculating food self-sufficiency, which are created especially for the Czech Republic.When composing the thesis, I drew information from both English and Czech books and internet sources. The most helpful was the literature on transformational changes in the Czech society during the 1990s written by Spěváček. Furthermore, I drew information from authors such as Bečvářová, Fiala, Sálusová, Holman and others. In describing the methods for assessing food self-sufficiency, I took the information from English authors such as Labourd, Tolatz and others.When creating the charts, I would not be able to do so without the data and information from the Czech Statistical Office, EUROSTAT and the Green Reports published by the Ministry of Agriculture every year.The theis proves that the production of most commodities in the Czech Republic has decreased since 1989, i.e. since the Velvet Revolution. The Czech Republic is self-sufficient in plant commodities such as wheat, sugar, beet or oilseed rape. A poorer situation is in animal production, where the Czech Republic does not reach self-sufficiency in beef, pork and poultry. The challenge for the Czech agriculture will be how to deal with the increase of the average annual temperature and the outflow of workers from this sector. Furthermore, with the loss of arable land and the use of arable land for energy purposesIn conclusion I would say that food self-sufficiency is a question of national sovereignty. It is always good for the state to be able to produce enough food to feed the population. Today, when most developed countries are part of the European Union, including the Czech Republic, food self-sufficiency is being forgotten. There is a Common Agricultural Policy, where there are no custom duties and therefore states do not need to cover domestic demand by their own production. The biggest question is how the future of the European Union will unfold. Whether there is even deeper integration, or more issues will be resolved at national level. According to this development, the question of self-sufficiency will be more or less current.
