Abstract:

Cíle předkládané práce jsou trojí. V prvé řadě se práce snaží poskytnout stručný přehled o tom, jakými způsoby je v ČR aktuálně tematizována hmotná nouze. Tento záměr je realizován přiblížením diskurzů vědy, veřejné správy, práva a politiky na dané téma a analýzou takto popsaného. Hlavní pozornost je přitom věnována zákonu o pomoci v hmotné nouzi (č. 111/2006 Sb.), jenž poprvé uceleně zavedl do českého právního řádu přístup sociální politiky označovaný jako ?workfare?. Druhou ambicí práce je zasadit současný vývoj v české sociální politice vůči chudým do širšího historického a socioekonomického kontextu, což je částečně obsahem analýzy výše nastíněné, částečně pak obsahem kapitoly zabývající se obdobím ?thatcherismu? ve Velké Británii a ?reaganismu? v USA. Teze z tohoto srovnání vyplývající nasvědčuje tomu, že zde existuje provázanost mezi ?politikou škrtů? v sociální oblasti a zpřísňováním trestní represe, který se manifestuje nepřímou úměrností mezi výší výdajů na sociální pomoc na straně jedné a počty uvězněných na straně druhé. Posledním cílem textu je vyvození důsledků z výše uvedeného pro sociální práci. Vzhledem k předpokladu, že počty uvězněných i nadále porostou, bude se i těžiště sociální práce s populací chudých ve stále větší míře přenášet od ?pouhých? nezaměstnaných k osobám s přímou či nepřímou zkušeností s internací. Jelikož uvěznění výrazně zvyšuje rezistenci klientů vůči jakýmkoli pokusům o pomoc, lze konstatovat, že současný trend ?managementu chudoby? relativně zužuje prostor pro výkon efektivní sociální práce s populací zasaženou chudobou. Adekvátní (zvýšený) důraz by proto měl být do budoucna kladen na oblast prevence syndromu vyhoření, supervizi apod.

Abstract:

First aim of this text is to offer a brief survey about how poverty (the state of material need) is currently handeled in four - mainly ?power? - dicourses: the scientific discourse, the discourse of executive powers, the discourse of law and the political dicsourse (mass media discourse). The biggest attention is paid to the ?Aid in Material Need Act? (no. 111/2006 Sb.) as this was the first act to introduce ?workfare? into the Czech legal order. The second ambition of the text is to put the contemporary development in social policy towards the poor into a broader historical and socio-economical context, above all by its comparison to the era of Margaret Thatcher in Great Britain and Ronald Reagan in the USA. The conclusion we get to is that there is a connection between retrenchment in social policy on the one hand and reinforcing social control on the other hand which defines itself as a reciprocal proportion: the lower the expenditures in social welfare the higher the numbers of inmates. The last goal is to articulate the consequences of the above mentioned tendencies for social work. As it is predictable that the numbers of inmates will continue to rise, we assert that so will the focus of social work with the poor tend to move from the unemployed to the persons with direct or indirect experience with jail. As the imprisonment markedly strengthens the resistance of clients to any attempts of help it can be said that the contemporary approach of the management of social marginality relatively weakens the ability of social work with the poor to achieve effective outcomes. There should be therefore paid an adequate attention to the prevention of ?burnout affect?, supervision etc.
