The issue of substitute family care for Roma children

Abstract:

Cílem práce je na základě odborné literatury a relevantních výzkumů popsat a analyzovat specifika romských dětí v náhradní rodinné péči (dále NRP), jakým úskalím v kontextu budování identity v neromských rodinách čelí, a jak lze podpořit jejich etnickou identitu. V rámci NRP se konkrétně zaměřuji na pěstounskou péči, jelikož v této formě NRP hrají sociální pracovníci klíčovou roli jak ve zprostředkování, tak i následné podpoře a vzdělávání pěstounských rodin. Ve své práci popisuji, jaká je aktuální situace romských dětí v systému NRP v České republice, jaké jsou strategie Ministerstva práce a sociálních věcí pro úspěšné zprostředkování NRP romským dětem a co má být součástí kvalitních příprav a školení pro pěstouny. Dále se zaměřuji na identitu dítěte jiného etnika od jeho náhradní rodiny v mezinárodním kontextu a poté v kontextu romských dětí v ČR. Zabývám se též tím, jakou roli mají ve zprostředkování a následné podpoře pěstounských rodin sociální pracovníky a jaké metody a techniky mohou využít v budování identity dítěte jiného etnika. V poslední kapitole zohledňuji etické hledisko a možná dilemata této problematiky. Závěrem je, že úspěšné budování identity romských dětí v náhradní rodinné péči v České republice vyžaduje komplexní přístup, který zahrnuje vzdělávání a přípravu náhradních rodičů a respekt k etnickému původu dítěte. Kromě toho je klíčová práce s veřejností, zahrnující osvětu a vzdělávací kampaně zaměřené na překonávání sociálních bariér a předsudků vůči romské národnostní menšině.

Abstract:

The aim of my thesis is to describe and analyse the specifics of Romani children in substitute family care (SFC), what pitfalls they face in the context of identity building in non-Romani families, and how their ethnic identity can be supported. Within SFC, I specifically focus on foster care, as in this form of SFC social workers play a key role in both the mediation and subsequent support and education of foster families. In my thesis I describe the current situation of Roma children in the SFC system in the Czech Republic, the strategies of the Ministry of Labour and Social Affairs for the successful mediation of SFC for Roma children, and what should be included in quality preparation and training for foster parents. Furthermore, I focus on the identity of the child of a different ethnicity from his/her foster family in the international context and then in the context of Roma children in the Czech Republic. I also address the role of social workers in the mediation and subsequent support of foster families and what methods and techniques they can use in building the identity of the child of a different ethnicity. In the last chapter I consider the ethical perspective and possible dilemmas of this issue. The conclusion is that successful identity-building for Romani children in SFC in the Czech Republic requires a comprehensive approach that includes education and training for foster parents and respect for the child's ethnic background. In addition, work with the public is crucial, including awareness-raising and educational campaigns aimed at overcoming social barriers and prejudices against the Roma ethnic minority.
