The Role of the Labour Office of the Czech Republic in the Payment of Non-Insurance Social Benefits

Abstract:

Bakalářská práce se věnuje roli Úřadu práce ČR ve vyplácení nepojistných sociálních dávek. První teoretická část práce obsahuje základní informace o obecných pojmech, jako jsou sociální pojištění, státní sociální podpora a sociální pomoc. Druhá teoretická část práce se věnuje historii, členění a činnosti Úřadu práce ČR a třetí teoretická část práce popisuje stručnou charakteristiku jednotlivých oddělení nepojistných sociálních dávek. Cílem práce je podat stručný přehled o jednotlivých nepojistných sociálních dávkách a dle zjištěných statistik u konkrétní nepojistné sociální dávky zhodnotit, zda Úřad práce ČR dostatečně splňuje svou roli. K praktické části je použita dávka pomoci v hmotné nouzi a to příspěvek na živobytí. Konkrétně město Světlá nad Sázavou je porovnáno s dalšími třemi srovnatelnými městy ve třech krajích a na základě analýzy získaných dat je zhodnoceno, do jaké míry Úřad práce ČR zvládá za daných okolností plnit svou roli, popřípadě navrhnout nebo doporučit možnosti zlepšení systému. Veškeré výsledky zjištění jsou znázorněny pomocí grafů a tabulek.

Abstract:

The bachelorś thesis is devoted to the role of the Labor Office of the Czech Republic in the payment of non-insurable social benefits. The first theoretical part of the thesis contains basic information about general terms such as social insurance, state social support and social assistance. The second theoretical part of the work is devoted to the history, structu-re and activities of the Labor Office of the Czech Republic, and the third theoretical part of the work describes a brief description of individual departments of non-insured social benefits. The aim of the thesis is to provide a brief overview of individual non-insured social benefits and, based on the statistics foud, to assess whether the Labor Office of the Czech Republic sufficiently fulfills its role for a specific non-insured social bendit. For the practical part, the amount of aid in material need is used, i.e. subsistence allowance. Specifically, the city of Světlá nad Sázavou is compared with free other comparable cities in three regions, and based on the analysis of the obtained datat, it tis evaluated to what extent the Labor Office of the Czech Republic is able to fulfill its role, or propose or recommend options for improving the system. All findings are presented using graphs and tables.
