The development of Czech-German diplomatic relations with a focus on the present

Abstract:

Bakalářská práce se zabývá problematikou tzv. Benešových dekretů a jejich rolí ve společné česko-německé zahraniční politice. Cílem je zanalyzovat vývoj česko-německých vztahů v 90. letech 20. století a na základě rozdělení do jednotlivých dílčích částí práce porovnávat vliv tzv. Benešových dekretů na česko-německé vztahy. Teoretická část je věnována teorii zahraniční politiky, především jejím aktérům, vlivům, které na ni působí, ale rovněž jejím prostředkům, pomocí nichž se zahraniční politika utváří. Dále pak rozebírám teorii tzv. Benešových dekretů, co si pod nimi může čtenář představit, jaké z nich se staly předměty diskusí a co se ukrývá pod pojmem „Amnestijní zákon“. Empirická část je posléze rozdělena do třech částí zkoumání. V první části je analyzováno období po konci studené války, jak intenzivní byl vliv tzv. Benešových dekretů na česko-německé vztahy a jakým způsobem na jejich problematiku bylo poukazováno. Druhá část se zaobírá obdobím kolem podpisu Česko-německé deklarace, kde především zkoumám, jak moc byly otázky tzv. Benešových dekretů přítomny v průběhu jednání o Deklaraci a jak se následně otiskly do samotného textu Deklarace. Třetí část je věnována období kolem jednání vstupu České republiky do Evropské unie, s jakou intenzitou a jakým způsobem byly tzv. Benešovy dekrety v jednání zastoupeny. Tato období vzájemně porovnávám.

Abstract:

The bachelor's thesis looks into the issue of the so-called Beneš decrees and their role in Czech-German foreign policy. The aim is to analyse the development of Czech-German relations in the 1990s and, based on the division into individual parts of the work, compare the influence of the so-called Beneš decrees on Czech-German relations. The theoretical part is devoted to the theory of foreign policy, mainly to its actors, the influences that act on it, but also to its means by which foreign policy is formed. Next, I analyse the theory of the so-called Beneš decrees, what the reader can imagine under them, which of them have become subjects of discussion and what is hidden under the term "Amnesty Law". The empirical part is then divided into three parts of the investigation. In the first part, the period after the end of the Cold War is analyzed, how intense was the influence of the so-called Beneš decrees on Czech-German relations and how their issues were pointed out. The second part deals with the period around the signing of the Czech-German Declaration, where I primarily examine how much the issues of the so-called Beneš decrees were present during the negotiations on the Declaration and how they were subsequently imprinted in the text of the Declaration itself. The third part is devoted to the period surrounding the negotiations of the Czech Republic's entry into the European Union, with what intensity and in what way the so-called Beneš decrees were represented in the negotiations. I compare these periods with each other.
