Covid-19 and the year 2020: analysis of government employment protection measures in the Czech Republic and Slovakia

Abstract:

Diplomová práce analyzuje a porovnává vládou přijatá kompenzační opatření ochrany zaměstnanosti v roce 2020 v České a Slovenské republice prizmatem zasažených podnikatelů, kteří byli v průběhu pandemie nemoci COVID-19 zasaženi v témže roce zavedenými vládními opatřeními. V teoretické části práce je největší důraz kladen na vládní zásahy z hlediska dopadů na trh práce a v souvislosti s teoriemi hospodářského cyklu. Praktická část práce je složena z 2 hlavních částí. V první části se autor zabývá zanalyzováním státních politik zaměstnanosti ve sledovaných zemích z hlediska legislativy a výdajů ve vztahu ke sledovanému roku 2020, kde dochází k závěru, že je u obou sledovaných zemí patrný proticyklický vývoj zkoumaných výdajů. Druhá část za pomoci autorem vytvořené analýzy porovnává v roce 2020 vytvořené kompenzační programy ochrany zaměstnanosti ve sledovaných zemích z hlediska šíře jejich pomoci pro krizovými opatřeními zasažené zaměstnavatele. Komparace je prováděna na třech vymodelovaných příkladech zasažených firem, jejichž zaměstnanci jsou z různých důvodů v souvislosti s onemocněním COVID-19 a přijatými opatřeními na překážkách v práci. Na otázku, ve které ze sledovaných zemí programy více přispívají k udržení podnikání nelze dle závěrů analýzy jednoznačně odpovědět, jelikož se výsledky různí v závislosti na vzniklých překážkách v podnikání.

Abstract:

The diploma thesis analyzes and compares the compensation measures adopted by the government to protect employment in 2020 in the Czech and Slovak Republics from the perspective of affected entrepreneurs, who were affected by government measures introduced in the same year during the COVID-19 pandemic. In the theoretical part of the work, the most significant emphasis is placed on government interventions in terms of impacts on the labor market and in connection with business cycle theories. The practical part of the work consists of 2 main parts. In the first part, the author deals with analyzing state employment policies in the monitored countries from the point of view of legislation and expenditures in relation to the monitored year 2020, where he concludes that a counter-cyclical development of the investigated expenditures is evident in both monitored countries. The second part, with the help of the analysis created by the author, compares the employment protection compensation programs created in 2020 in the monitored countries in terms of the extent of their assistance to employers affected by crisis measures. The comparison is made on three created examples of affected companies whose employees cannot work due to the disease of COVID-19 and the measures taken because the employer cannot provide them with work. According to the conclusions of the analysis, the question of which of the monitored countries the programs contribute more to the maintenance of business cannot be answered, as the results vary depending on the obstacles in business.
