Relokační mechanismus jako štěpící téma reformy evropské migrační politiky

Abstract:

Tato diplomová práce se zabývá vývojem reformy azylové a migrační politiky Evropské unie v období 2015-2023, s důrazem na diskuse o návrhu týkající se zavedení povinného relokačního mechanismu jako reakci na migrační krizi v roce 2015 a jejího vlivu na podobu Nového paktu o migraci a azylu. Práce zkoumá, jak se měnily postoje členských států k principu sdílené odpovědnosti v oblasti migrace a azylu v průběhu času a jak tyto změny ovlivnily výslednou podobu reformy. Práce chronologicky mapuje klíčové momenty v procesu reformy, včetně diskusí o povinných kvótách, vzniku konceptu "flexibilní solidarity" a postupného vývoje směrem ke komplexnějšímu přístupu k migrační politice.

Abstract:

This thesis examines the development of the reform of the European Union's asylum and migration policy in the period 2015-2023, with an emphasis on the discussions on the proposal to introduce a mandatory relocation mechanism in response to the 2015 migration crisis and its impact on the shape of the New Pact on Migration and Asylum. The paper examines how Member States' attitudes towards the principle of shared responsibility in the area of migration and asylum have changed over time and how these changes have influenced the final shape of the reform. The paper traces chronologically the key moments in the reform process, including the debate on mandatory quotas, the emergence of the concept of 'flexible solidarity' and the gradual evolution towards a more comprehensive approach to migration policy.
