Local government budgets in the Czech Republic

Abstract:

Diplomová práce „Rozpočty územních samospráv v ČR“ se zabývá rozborem a komparací příjmů a výdajů obce Blatno ve sledovaném období let 2004 až 2016. V teoretické části jsou shrnuta problematika, která se zabývá veřejnou správou a samosprávnými celky. Je to např. rozpočet obce, příjmy a výdaje obce, místní poplatky obce, popis obce a kraje. V praktické části práce jsou analyzovány příjmy a výdaje obce Blatno a zachyceny jejich meziroční změny během sledovaného období. Dále se práce zabývá místními poplatky a jejich možném navýšení a dopadu tohoto navýšení na příjmy obce. Práce obsahuje problematiku daně z nemovitých věcí. Daň z nemovitých věcí je jeden ze příjmů, který může obec ovlivnit svým rozhodnutím. Použitím koeficientů může obec zvýšit svůj příjem z této daně. Dále práce zkoumá problematiku rozpočtového určení daní po poslední novele z roku 2016. Pomocí ukazatelů finanční situace jako jsou: ukazatel dluhové služby, celková likvidita, příjmy na jednoho obyvatele a věřitelské riziko je analyzováno rozpočtové hospodaření obce. Výsledek práce ukázal, že hospodaření obce Blatno je velmi dobré a obec se nepotýká s žádnými problémy ve financování své činnosti. Změny rozpočtového určení daní jsou pro obec pozitivní. Větší příjmy do svého rozpočtu by obec získala použitím místního koeficientu daně z nemovitých věcí a úpravou místních poplatků.

Abstract:

The thesis „The budgets of the local governments in the Czech Republic“ deals with analysis and comparison of receipts and expenditures of the chosen municipality Petrovice in the period of the years 2006 – 2013. The theoretical part summarises the issues of public administration and self-governing units. It is, for example, the budget of the municipality, municipal income and expenditure, local municipal fees, municipal and regional description. The practical part of the thesis analyses the revenues and expenditures of the city Blatno and records their year-on-year changes during the reporting period. The thesis deals with the issue of a real estate tax. A real estate tax is one of the revenues that can influence the municipality. By using coefficients, the municipality can increase its income from this tax. Also, the thesis examines the issue of budgetary determination of taxes after the last amendment of 2016. Financial indicators such as debt service indicator, total liquidity, per capita income and credit risk are analysed in the municipal budget. The result of the thesis has shown that the economy of Blatno is very good and the municipality does not have any problems in financing its activities. Changes in the tax assessment of taxes are positive for the municipality. Greater revenues to its budget would be gained by the local coefficient of real estate tax and local fees.
