Insolvency Register, Its Shortcomings and Possible Improvements

Abstract:

Práce se zabývá insolvenčním rejstříkem, který je dle zákona informačním systémem veřejné správy, jehož správcem je Ministerstvo spravedlnosti ČR. V první části autor představuje insolvenční rejstřík, zejména jeho funkce a obsah. V té druhé pak identifikuje nedostatky současné podoby insolvenčního rejstříku a navrhuje jejich možná řešení či vylepšení. Za hlavní nedostatky insolvenčního rejstříku autor považuje zejména nedostatečné možnosti filtrování a vyhledávání dat, s čímž souvisí nedostatek relevantních informací o průběhu a výsledcích insolvenčního řízení. Řešení této situace autor nabízí skrze zavedení dodatečného elektronického formuláře.

Abstract:

The work deals with the Insolvency Register, which is a public information system, administered by the Czech Ministry of Justice. In the first part of the work, the author presents the Insolvency Register, especially its main functions and its content. In the second part he identifies shortcomings of the current form of the Insolvency Register and proposes possible solutions and improvements. According to author the main shortcomings of the Insolvency Register are the lack of options for data filtering and data retrieval, which is related to the lack of relevant information about the process and results of insolvency proceedings. Author offers a solution of this problem through introduction of an additional electronic form.
