Public works in district Vsetín: the role of the programme from the perspective of the participants

Abstract:

Cílem diplomové práce je zodpovědět výzkumnou otázku: „V jakých oblastech je program veřejně prospěšných prací realizovaný v okrese Vsetín přínosný, a to z pohledu jeho účastníků, zaměstnavatelů a úřadu práce?“ Práce je rozčleněna do tří částí. První část je teoretická, kde jsou vysvětleny základní pojmy a koncepce vztahující se k dané problematice. Jde zejména o dlouhodobou nezaměstnanost, dopady dlouhodobé nezaměstnanosti, problémové skupiny na trhu práce a aktivní politiku zaměstnanosti. Druhá část je metodologická a popisuje zaměření výzkumu a jeho podrobnější popis. Empirická část přibližuje názory účastníků, zaměstnavatelů a úřadu práce na program veřejně prospěšných prací. Pozornost je věnována zejména tomu, jak je program orientován, na jaké cíle a přínosům plynoucím z programu. Výzkum ukázal, že cílem programu je zejména začlenění osob, které by se jiným způsobem neuplatnily na trhu práce, největší přínos pro obce je v poskytování dotací, u účastníků to je vyšší finanční příjem, práce jako zaměstnání a dopravní dostupnost pracoviště.

Abstract:

The aim of this thesis is to answer the research question: „What are the contributions of public works programme in district Vsetín, especially from the perspective of participants, employers and Bureau of Labor?“ The thesis is divided into three main parts. First part is theoretical where basic ideas and conceptions refer to the topic are explained. Namely long-term unemployment, impacts of unemployment, problematic groups on labour market and active policy of employment. The second part is methodological and defines aim of the research and describe him in detail. The empiric research is focused on the opinions of participant, employers and Bureau of Labor of public works. The attention is paid to how is the programme orientated, on what aims and what are the contributions resulting from the programme. The research proved that the aim of the programme is integration of unemployed that can not find employment on open labour market. The biggest contribution for municipalities are dotations for such working stations. Higher financial income, work like employment and traffic availability are the biggest contributions for participants.
