Analysis of the development of use of benefits in material need in selected districts of the Moravian-Silesian region in the years 2015–2021

Abstract:

Předmětem bakalářské práce je analýza míry užívání dávek hmotné nouze v okresech Karviná a Ostrava-město během let 2015–2021. Teoretická část práce se zabývá sociální politikou, chudobou, sociálním zabezpečením v České republice a systémem pomoci v hmotné nouzi. V praktické části práce je provedena analýza počtu poskytnutých dávek hmotné nouze a výdajů na tyto dávky ve vybraných okresech. Výsledky analýzy ukazují, že mezi klíčovými faktory ovlivňujícími míru čerpání dávek v okresech je vývoj regionální nezaměstnanosti, změny legislativy a zvýšení průměrné hrubé měsíční mzdy v kraji. Součástí praktické části je také komparace míry čerpání dávek hmotné nouze v okresech Moravskoslezského kraje se zaměřením na okres Karviná a Ostrava-město. Z komparace vyplývá, že důvodem nejvyšší míry čerpání dávek ve vybraných okresech je taktéž jejich nejvyšší regionální nezaměstnanost, vysoký počet dlouhodobě nezaměstnaných osob propuštěných z těžkého odvětví a vysoký podíl sociálně nepřizpůsobivých obyvatel. Autorčiným doporučením pro okresní a krajskou sociální politiku ke snížení čerpání dávek v okresech Karviná a Ostrava-město je zejména vyšší zaměření na aktivní politiku zaměstnanosti, vyšší investice do vzdělávání obyvatelstva a snaha o integraci sociálně vyloučených skupin.

Abstract:

The subject of the bachelor thesis is an analysis of the rate of use of benefits in material need in the districts of Karviná and Ostrava-city during the years 2015–2021. The theoretical part of the thesis addresses social policy, poverty, social security in the Czech Republic and the system of assistance in material need. In the practical part, an analysis of the amount of provided benefits in material need and the expenditure on these benefits in the selected districts is conducted. The results of the analysis show that among the key factors influencing the rate of use of these benefits is the trend of unemployment in the region, legislation changes and the increase in average gross monthly income. The practical part also includes a comparison of the rate of use of the benefits in material need in the districts of the Moravian-Silesian region focusing on the Karviná and Ostrava-city districts. This comparison demonstrates that the reasons for the highest rates of use of said benefits also include the highest regional unemployment, a high number of long- term unemployed invividuals laid off from heavy industries and a substantial proportion of socially maladjusted residents. The author's recommendation for district and regional social policy to reduce the rate of use of the befefits in the Karviná and Ostrava-city districts primarily involves a stronger emphasis on active employment policy, increased investment in the education of the population and efforts towards integrating socially excluded groups.
