Security-development nexus and its practical manifestations in international politics

Abstract:

Tato diplomová práce se zaměřuje na analýzu konceptu security-development nexus a jeho praktické projevy v mezinárodní politice. Po skončení studené války se charakter konfliktů změnil. Většina konfliktů se začala odehrávat uvnitř chudých a rozpadlých států. Hlavními příčinami těchto konfliktů byly chudoba, sociální polarizace, extremismus a slabé státní instituce, které nebyly schopny řešit tyto bezpečnostní hrozby. Jinými slovy, příčiny tzv. nových konfliktů vycházely ze slabého rozvoje zemí. Proto bylo jasné, že bezpečnost a rozvoj jsou neoddělitelně spojeny, a tak se objevila myšlenka security-development nexus. V úvodu práce je popsána konceptualizace security-development nexus. Od počátku 90. let se myšlenka bezpečnostně-rozvojového vztahu promítla v několika konceptech. Teoretická část práce vysvětluje počátky a výstupy konceptu security-development nexus, jako jsou např. lidská bezpečnost, reforma bezpečnostního sektoru, principy Do Not Harm a postkonfliktní rekonstrukce. Dále se teoretická část práce zabývá praktickými projevy security-development nexus v mezinárodní politice a zkoumá aktéry, kteří s tímto konceptem pracují. V závěru teoretická část pracuje s autory zaměřenými na výzkum bezpečnostně-rozvojového vztahu. Názorů na účinnost daného konceptu je spousta, proto s cílem objektivního představení konceptu se v práci popisují jak názory zástupců konceptu, tak jeho kritiků. Analytická část práce se zaměřuje na uplatnění konceptu security-development nexus na africkém kontinentu. V úvodu jsou popsané bezpečnostní výzvy, kterým čelí většina afrických zemí a následné postkonfliktní budování míru. Dále se analýza věnuje konkrétně dvěma postkonfliktním zemím Afriky - Liberii a Sieře Leone. V závěru práce je vyhodnocení hypotézy. Jejím výstupem je, že hypotéza byla nastavena správně, tedy že bezpečnostně-rozvojový vztah je základní podmínkou pro udržení trvalého míru v chudých a rozpadlých státech, zejména ve státech po ukončení konfliktu. Postkonfliktní země jsou křehké, mají slabé státní instituce, špatné ekonomické podmínky a roztříštěnou společnost. Z tohoto důvodu jsou postkonfliktní země více náchylné k opakování konfliktu a násilí. Aby byl nastolen mír a bylo zabráněno opakování konfliktu v těchto zemích, je důležité integrovat bezpečnostní a rozvojové úsilí v proces postkonfliktního budování míru. Na případech Libérie a Sierry Leone je vidět, že spojení bezpečnostních a rozvojových úsilí, zejména v oblasti reformy bezpečnostního sektoru, jsou důležitými kroky pro nastolení míru a blahobytu v postkonfliktních zemích. Nicméně proto, aby mír byl udržitelným a nedošlo ke hrozbě opakování konfliktu, bezpečnostně-rozvojové úsilí se má soustředit nejen na samotný stát, ale i na jeho obyvatele, a to prostřednictvím zajištění pracovních míst, zejména pro mládež, a splněním základních lidských práv a potřeb.

Abstract:

This diploma thesis focuses on the analysis of the concept of security development nexus and its practical manifestations in international politics. After the end of the Cold War, the nature of conflicts changed. Most conflicts began to take place in poor and failed states. The main causes of these conflicts were poverty, social polarization, extremism, and weak state institutions that were unable to counter these security threats. In other words, the reasons for the so-called new conflicts lie in the low development of countries. It was clear that security and development were inextricably linked, so the idea of security-development nexus emerged. Since the early 1990s, the idea of security-development nexus has been reflected in several concepts. The theoretical part of this work therefore explains the beginnings and outputs of the security-development nexus concept, such as human security, the security sector reform, the principles of Do Not Harm and post-conflict reconstruction. In addition, the theoretical part of the work deals with practical manifestations of security-development nexus in international politics and examines the actors who work with this concept. Finally, the theoretical part works with authors focused on security-development nexus research. For the purposes of the objective presentation of the work, it presents the opinions of the representatives of the concept and its critics. The analytical part of the work focuses on the application of the concept of security-development nexus in post-conflict African countries. The analytical part first describes the security challenges facing most post-conflict African countries and the subsequent post-conflict peacebuilding. Furthermore, the analysis focuses specifically on the cases of two post-conflict countries in Africa - Liberia and Sierra Leone. The conclusion of the work is the evaluation of the hypothesis and its output is that the hypothesis was set correctly, i.e., that the security-development nexus is a basic condition for maintaining lasting peace in poor and collapsed states, especially in post-conflict states. Post-conflict countries are fragile, have weak state institutions, poor economic conditions, and a fragmented society. For this reason, post-conflict countries are more prone to recurrence of conflict and violence. To establish peace and prevent a recurrence of the conflict in these countries, it is therefore important to integrate security and development efforts into the post-conflict peace-building process. The cases of Liberia and Sierra Leone show that a combination of security and development efforts, especially in security sector reform, are important steps towards peace and prosperity in post-conflict countries. However, to ensure that peace is sustainable and that there is no threat of a recurrence of the conflict, security and development efforts should focus not only on the state but also on its people, by securing jobs, especially for young people, and basic human rights and needs.
