Issues of territorial self-government in the Czech Republic in comparison with a selected country

Abstract:

Diplomová práce se zabývá systémem územní samosprávy České republiky ve srovnání s vybranou zemí, kterou je Spolková republika Německo. Cílem této práce je analýza a následná komparace jejich samospráv. Důležitým výzkumným prvkem pro komparaci České republiky se Spolkovou republikou Německo je délka členství v EU a zásah tohoto aspektu do systémů územních samospráv. Teoretická část práce je zaměřena na vymezení základních pojmů a analyzování struktury územní samosprávy v České republice a Spolkové republice Německo, tato oblast je zakončena právě rozborem EU a jejího vlivu na řešenou problematiku. V praktické části je uveden rozbor problematiky územní samosprávy, který následuje komparace územních samosprávných celků se zaměřením na příjmy a výdaje obcí. Praktickou část zakončuje vyhodnocení výzkumu prostřednictvím stanovených hypotéz a následné doporučení, které by mohlo vylepšit nedostatky v řízení územní samosprávy.

Abstract:

The diploma thesis deals with the system of territorial self-government of the Czech Republic in comparison with a selected country, which is the Federal Republic of Germany. The aim of this work is the analysis and subsequent comparison of their governments. An important research element for the comparison of the Czech Republic with the Federal Republic of Germany is the length of membership in the EU and the intervention of this aspect in the systems of local governments. The theoretical part of the work is focused on defining the basic concepts and analyzing the structure of local government in the Czech Republic and the Federal Republic of Germany, this area ends with an analysis of the EU and its impact on the issue. The practical part presents an analysis of the issue of territorial self-government, which is followed by a comparison of territorial self-governing units with a focus on revenues and expenditures of municipalities. The practical part ends with the evaluation of research through established hypotheses and subsequent recommendations that could improve the shortcomings in the management of local government.
