Importance and principle of throwing and temporarily disabled coercive means of the Police of the Czech Republic

Abstract:

Téma diplomové práce zahrnuje problematiku funkce, významu a způsoby použití donucovacích prostředků u Policie ČR. Tyto prostředky jsou často používány Policií ČR při služebních zákrocích. Konkrétně je zaměření jak na historický a společenský kontext policie, ale také vymezení předmětné právní úpravy. V diplomové práci je komparativní část s vybranými evropskými zeměmi a praxí tamějších bezpečnostních sborů na úrovni Policie ČR. Jedná se zejména o srovnání tzv. donucovacích prostředků, jejich druhy a zavedení i možnosti modernizace v kontextu současné právní úpravy. Na základě komparativního srovnání pak jsou navrženy konkrétní návrhy a doporučení s ohledem na účinnost i užívání tzv. donucovacích prostředků podle stávající i možné budoucí právní úpravy.

Abstract:

The topic of the diploma thesis includes the function, meaning and methods of using law enforcement means in the Police of the Czech Republic.These means are frequently used by the Police of the Czech Republic during official interventions. Specifically, the focus is on the historical and social context of the police, but also on the definition of the subject legal regulation. In diploma thesis is comparative part with selected European countries and the practice of their security forces at the level of the Police of the Czech Republic. This includes in particular a comparison of the so-called law enforcement means, their types and introduction as well as the possibilities of modernisation in the context of the current legislation. Based on a comparative comparison, specific proposals and recommendations are then proposed with regard to the effectiveness and use of so-called law enforcement means under the current and possible future legislation.
