Abstract:

Přeshraniční partnerství obcí Ústeckého kraje, jazykové bariéry a jejich překonávání. Aktuální téma, které vyzývá k hledání a objevování bariér v komunikaci příhraničních obcí a nalezení jejich důvodů. V práci byly shromážděny informace o typech spolupráce mezi obcemi od minulosti do součastnosti a bylo zkoumáno, zda a v jaké míře se vyskytují jazykové bariéry bránící ve spolupráci příhraničních obcí. Charakterizovány a uvedeny jsou základní dotační programy a konkrétní příklady uskutečněných projektů v novinových článcích, které byly do práce zakomponovány. V práci jsou také zmíněny formy vzdělávání úředníků, jež obsahují či neobsahují jejich jazykové vzdělávání. Cílem této práce je zjistit, jakým způsobem jsou obce schopny komunikovat s obcemi na druhé straně hranice a zda se s vyšší vzdělaností obyvatel bariéry snižují a jestli v komunikaci brání pouze nedostatečná znalost cizího jazyka nebo také lidské předsudky a obavy z německé národnosti, mentality či rozdílné životní úrovně. Ke zjištění cíle poslouží analýza odpovědí příslušných orgánů na otázky uvedené v dotazníku a jejich komparace.

Abstract:

The cross-border partnership of the communities of the Ústí nad Labem region, the language barriers and how to overcome them. It is an up-to-date topic inviting to search for and to discover the communication barriers in the border-zone communities and to find the reasons for them to exist. Information relating to the types of cooperation having occurred among the communities from the past till the present time was collected in the thesis and it was investigated whether and to what extent the language barriers occur that prevent from the cooperation among the border-zone communities. The basic grant programs and the particular examples of the accomplished projects as they appeared in the newspaper articles integrated to the thesis are characterized and named. The thesis also mentions the forms of education of office holders that comprise or do not comprise the language education. The objective of the present thesis is to find out how the communities are able to communicate with the communities across the border and whether the language barriers diminish with the higher level of education of the citizens and whether the communication is obstructed due to insufficient command by the people of the foreign language only, or whether it is also due to the human prejudice and the fear of the German nationality, mentality or different living standard. The analysis of the answers given by the competent authorities to the questions stated in the questionnaire and the comparing of such answers will serve for this purpose.
