Abstract:

Tato bakalářská práce se zabývá vyhodnocováním úspěšnosti peacekeepingových misí, konkrétně evaluací úspěšnosti první hybridní mise OSN a Africké unie. Peacekeeping je nenásilný způsob řešení krizí vzniklých v mezinárodním společenství, používá se již od počátku vzniku OSN a v současnosti je vyvíjeno úsilí na jeho reformaci. V práci jsou použita hodnotící kritéria autorů Diehl a Druckman, kteří jsou považováni za odborníky v oboru hodnocení peacekeepingových misí. Na základě kritérií této dvojice a hodnotícího rámce je v práci vyhodnocována úspěšnost mise OSN Africké unie v Dárfúru. Nejprve je čtenář uveden do historického kontextu konfliktu v Dárfúru, následně je analyzována mise a v neposlední řadě je aplikován hodnotící rámec. O úspěšnosti mise UNAMID panují neshody, výsledkem této analýzy má tak být hodnocení úspěšnosti mise založené na informacích poskytnutých vládními i nevládními organizacemi a demografickými indikátory.

Abstract:

This bachelor thesis deals with the evaluation of the success of peacekeeping missions, specifically the evaluation of the success of the first hybrid mission of the UN and the African Union. Peacekeeping is a non-violent way of dealing with crises in the international environment, it has been used since the creation of the United Nations and efforts are currently being made to reform it. The evaluation criteria of the authors Diehl and Druckman are used in the thesis, the authors are considered to be experts in the evaluating of peacekeeping missions. Based on the criteria of Diehl and Druckman and the evaluation framework, the thesis evaluates the success of the UN - African Union mission in Darfur. First the reader is introduced to the historical context of the conflict in Darfur, then the mission is analysed and, last but not least, an evaluation framework is applied. There is disagreement about the success of the UNAMID mission. The result of this analysis should be an evaluation of the success of the mission based on information provided by governmental and non-governmental organizations and demographic indicators.
