Crisis management in regions: comparison of approaches of regional governments

Abstract:

V této bakalářské práci byly studovány a porovnávány přístupy krajských samospráv a samospráv ORP ke krizovému řízení se zaměřením na řízení pandemie covidu-19 a jejími dopady na regionální politiku v území. Sběr dat byl realizován kvalitativním způsobem v podobě semistrukturovaných rozhovorů se zástupci krizového řízení regionálních samospráv. Komparace byla provedena analýzou přepisů jednotlivých rozhovorů. Nejvýznamnější rozdíly mezi zkoumanými samosprávami byly zjištěny v komunikaci s orgány krizového řízení na nižší samosprávní úrovni nebo v rozdílném systému distribuce ochranných prostředků. Podobným způsobem naopak přistupují krajské samosprávy a samosprávy ORP k přípravě a řešení mimořádných události, implementaci krizových opatření nebo interakci s obyvatelstvem během krizové situace. Dopady pandemiecovidu-19 na regionální politiku byly zjištěny především v oblasti krizového plánování. Po ukončení pandemie bude nezbytné aplikovat zkušenosti s jejím řízením do krizových a pandemických plánů samospráv.

Abstract:

This bachelor thesis studies and compares approaches of regional governments to crisis management with a focus on COVID-19 pandemic and its impact on regional policy in the area. Collection of data was realized by qualitative research in the form of semi-structured interviews with representatives of crisis management of regional governments. The comparison was completed by analyzing the transcripts of the interviews. Significant differences between analyzed regional governments were detected in the communication with crisis management at a lower government level and in the distribution system of protective equipment. On the other hand, the approach of regional governments is the same with the preparation and solution of emergency event, implementation of crisis actions and interaction with the population during a crisis. Impacts of COVID-19 pandemic on regional politics were detected especially in the sphere of crisis planning. After the end of COVID-19 pandemic, it will be necessary to apply the experiences with its management to the crisis and pandemic plans of regional governments.
