Uprising and Federalization. Celebrations of the Slovak National Uprising in the 1960s

Abstract:

This dissertation deals with the celebrations of the Slovak National Uprising in Czechoslovakia in the 1960s, when the debate on handling the Slovak constitutional question in Czechoslovakia was opened. The state celebration of a historical event is intended, among other things, to present and defend certain goals of political power. The rebel Slovak National Council demanded the restoration of Czechoslovakia on a federal principle. These demands were not met after the war, and after the Communists seized power, people associated with the promotion of the Slovak constitutional programme were persecuted as bourgeois nationalists. The uprising and its actors were finally rehabilitated in the early 1960s, in the era of destalinisation, when efforts to tackle the problems of Czechoslovak socialism appeared, which included attempts to address the Slovak constitutional question, inextricably linked to the objectives of the Slovak resistance during the Second World War. The content of celebrations of the Slovak National Uprising was analysed from the political perspective using sources from the central organs of the Communist Party of Czechoslovakia (Communist Party of Slovakia) and from the political-intellectual perspective using intellectual journalism, as a counterbalance to the purely political perspective. The main question of the dissertation is whether the celebrations of the Slovak National Uprising followed a communist-revolutionary interpretation of this historical event, or whether they commemorated the national, constitutional efforts of the rebel Slovak National Council, which were supposed to result in the federal organisation of the state, or whether these two were intertwined. From the political perspective, the revolutionary motif persisted, but it could not be separated from the myths of the Slovak national narrative created in the 19th century, such as the myth of the plebeian nation or the myth of the millennial subjugation. The intellectual perspective, especially from historians’ point of view, placed more emphasis on handling the Slovak constitutional question. Legitimacy for it was sought not only in the history of the resistance at the time of the Second World War, but also in the ideas of the Slovak national movement of the 19th century. The Slovak National Uprising was thus presented as a consequence of the efforts of “Štúrovci” (Štúr’s group) and their activities in the revolutions of 1848–1849. The debates were halted by normalisation, when Gustáv Husák, one of the leaders of the rebel Slovak National Council, who advocated the federalisation but also the socialist system, became the head of the state and the party. As a result, in 1969 a communist-nationalist interpretation of the Slovak National Uprising was introduced, which defended federation but also consolidation after the events of 1968 and provided legitimacy to the normalisation ideology.

Predložená dizertačná práca sa zaoberá oslavami Slovenského národného povstania (SNP) v Československu v 60. rokoch 20. storočia, kedy sa otvárala debata ohľadne riešenia slovenskej štátoprávnej otázky v Československu. Štátna oslava historickej udalosti má okrem iného prezentovať a obhajovať určité ciele politickej moci. Povstalecká Slovenská národná rada (SNR) požadovala obnovu Československa na federatívnom princípe. Tieto požiadavky neboli po vojne naplnené a po tom, ako sa komunisti dostali k moci, boli ľudia spojení s presadzovaním slovenského štátoprávneho programu prenasledovaní ako buržoázni nacionalisti. Povstanie a jeho aktéri boli nakoniec rehabilitovaní začiatkom 60. rokov 20. storočia v ére destalinizácie, kedy sa objavilo úsilie riešiť problémy československého socializmu, ktorého súčasťou sa stala aj snaha riešiť slovenskú štátoprávnu otázku, nerozlučne spojenú s cieľmi slovenského odboja za druhej svetovej vojny. Obsah osláv SNP bol analyzovaný na základe prameňov z ústredných orgánov KSČ (KSS) ako politická rovina a na základe intelektuálnej publicisticky ako politicko-intelektuálna rovina ako protiváha voči rovine čisto politickej. Hlavná otázka práce znie, či oslavy SNP sledovali komunisticko-revolučný výklad tejto historickej udalosti, alebo pripomínali národné, štátoprávne snahy povstaleckej SNR, ktoré mali vyústiť do federatívneho usporiadania štátu, respektíve či sa tieto roviny prelínali. V politickej rovine sa držal revolučný motív, ktorý však nebolo možné oddeliť od mýtov slovenského národného príbehu vytvoreného v 19. storočí, ako bol mýtus plebejského národa alebo mýtus o tisícročnej porobe. Intelektuálna rovina, hlavne z pohľadu historikov, dodávala väčší dôraz na riešenie slovenskej štátoprávnej otázky. Legitimitu pre ňu hľadala nie len v dejinách odboja v čase druhej svetovej vojny, ale aj v myšlienkach slovenského národného hnutia 19. storočia. SNP tak bolo prezentované ako dôsledok snáh štúrovcov a ich činnosti v revolúciách v rokoch 1848–1849. Debaty boli zastavené normalizáciou, kedy sa do čela štátu a strany dostal jeden z čelných predstaviteľov povstaleckej SNR Gustáv Husák, ktorý patril medzi hlavných presadzovateľov federalizácie, ale aj socialistického zriadenia. V roku 1969 tak nastúpil komunisticko-národný výklad SNP, ktorý obhajoval federáciu, ale aj konsolidáciu po roku 1968 a dodával legitimitu normalizačnej ideológii.
