The nuclear weapons’ proliferation in the Middle East in the shadow of a world without nuclear weapons vision

Abstract:

Primárním záměrem této práce je prozkoumat a analyzovat izraelské a íránské proliferační motivy představující překážky uplatnění vize světa bez jaderných zbraní na Blízkém východě ať již eventuálně realizované formou Zóny bez jaderných zbraní nebo jiným, obdobným způsobem. Objasnění zmíněných důvodů následně umožní sekundárně usilovat o posouzení související míry potenciálního ohrožení regionální bezpečnosti a stability nukleárními ambicemi Izraele a Íránu z hlediska jejich motivací a vývoje. Pro důkladné pochopení těchto motivací a z nich plynoucích nebezpečí je bude nezbytné nejdříve zasadit do kontextu soudobé geopolitické a strategické pozice obou zemí, především v letech 2013 a 2014, nejen v rámci přetrvávajícího blízkovýchodního Post-Ottomanského regionálního uspořádání a včetně vývoje a stavu jejich jaderných programů a strategických sil, a posléze podrobit srovnání se strategickou kulturou, interagující se všemi výše vyjmenovanými aspekty. Napříč tímto výzkumem budou rovněž v neposlední řadě aplikovány argumenty z nejvýznamnější proliferační debaty mezi Scottem D. Saganem a Kennethem N. Waltzem kvůli neexistenci efektivní obecné proliferační teorie. Vlastní analýza jednotlivých izraelských a íránských motivací k vývoji, akvizici a držbě jaderné zbraně pak bude probíhat prizmatem tří Saganových proliferačních modelů: bezpečnostního, vnitropolitického a symbolického; doplněných o čtvrtý, Grayův ofenzivní model uplatnění „bomby“ za účelem zisku na úkor jiného aktéra. Výsledky výzkumu bude možné také chápat jako úvodní fázi rozsáhlejšího projektu orientovaného směrem k úspěšnému použití teorií kontroly zbrojení a odzbrojení na situaci v regionu.

Abstract:

The object of the work has primarily been to explore and analyze Israeli and Iranian proliferation motives that have at the same time constituted obstacles to a realization of a world without nuclear weapons vision in the Middle East either by setting up a Nuclear-Weapon-Free Zone or by other similar means. A clarification of these reasons has also secondarily enabled to make a partial regional security and stability threat assessment in the light of Israel’s and Iran’s evolving nuclear ambitions and motivations. A complete understanding of all these factors has required a previous analysis of contemporary geopolitical and strategic positions of these countries, especially in the years 2013 and 2014. This analysis must have gone beyond present Post-Ottoman regional order as well as it has needed to include both countries’ nuclear programs and strategic forces with their current statuses and past and recent developments. Comparing these findings with the Strategic Culture, which has interacted throughout all above mentioned aspects, has represented a final step of this particular process. Last but not least there have been implemented arguments from an influential proliferation debate between Scott D. Sagan and Kenneth N. Waltz in the work because of nonexistence of an effective general theory of nuclear proliferation. The Israeli and Iranian motivations to nuclear weapon acquisition itself have been explored using Sagan’s three alternative theoretical models: the Security Model, the Domestic Politics Model and the Norms Model; supplemented by the fourth model by Colin Gray oriented toward an offensive action aimed at reaching an external gain at the expense of another actor. The outcome of the work could be further conceived as an initial phase of a broader effort to successfully employ theoretical concepts of disarmament and arms control in the Middle Eastern conditions.
