Práce se věnuje základnímu právnímu kodexu pro výkon samosprávy v městě Brně, a to Statutu města Brna. Práce definuje postavení statutárního města v podmínkách právního řádu, způsobu přijímání a novelizace statutu jako obecně závazné vyhlášky, přičemž se snaží nastínit vzájemné vazby mezi orgány města a městských částí. Abstract:
The focus of the rigorous work is based on fundamental legal act of achievement independent competency in The City of Brno that means The Statute of The City Brno.The work concentrates to the legal definition of achievement the independent competency amog the bodies of the city and the districts. International comparison focuses on the achievement of independent competency in Brno and Košice.
