Abstract:

Bakalářská práce je zaměřena na popis dopadů účetní reformy veřejných financí v konkrétních podmínkách vybrané školy. Oblast, na kterou se autorka zaměřila, byla rezervní fondy, transfery a fond kulturních a sociálních potřeb, u kterých bylo porovnáno účtování a všechny změny které se jich týkaly, před a po účetní reformě v roce 2009. Hlavní součástí práce je popis jednotlivých výkazů z účetní závěrky. V teoreticko-metodologické části je popsána autorkou zejména tvorba a použití rezerv, transferů, fondu kulturních a sociálních potřeb. Aplikační část je zaměřena na porovnání těchto oblastí podle výkazů účetní závěrky v jednotlivých letech. Každý porovnávaný rok obsahuje rozvahu, výsledovku, výkaz zisku a ztráty a přílohu, která obsahuje výkaz rezervního fondu a fondu kulturních a sociálních potřeb. Následně je popsán výsledný hospodářský výsledek. V práci jsou stanoveny dva výzkumné problémy, na které bylo zapotřebí zodpovědět odpověď. Prvním výzkumným problémem bylo získání informací o tom, jaké změny proběhly díky platnosti nové reformy veřejných financí v oblasti rezerv, fondů a transfer. Odpověď byla nalezena v odborné literatuře, odborných časopisech a v právních a účetních přepisech. Ve druhém výzkumném problému musela autorka sehnat odpověď na otázku, na změny uskutečněné ve zpracovávání účetních závěrek po nové účetní reformě. Autorka tohoto cíle dosáhla a odpovědi na otázky úspěšně dokončila.

Abstract:

This thesis was focused on describing the impact of the accounting reform of public finances in the specific conditions of the selected schools. The area to which the author focused, the reserve funds, transfers and fund cultural and social needs, which have been compared billing and any changes concerning them, before and after the financial reform in 2009. The main part of the job description of the individual statements of financial statements. In the theoretical part is described by the author in particular, the creation and use of reserves, transfers and fund cultural and social needs. The application part is focused on comparing these areas, according to the statements of accounts for each year. Each is compared to a year containing a balance sheet, income statement, profit and loss and attachment that contains a statement of the reserve fund and fund cultural and social needs. Subsequently described the resulting profit. The work established two research problems, which were needed to get the answer. The first research problem was to gain information about what changes were due to the validity of the new public finance reform in the reserve fund and transfer. The answer was found in the literature, specialized journals, and legal and accounting transcripts. In the second author of the research problem he had to get an answer to a question on the changes made in the processing of accounts after the new accounting reform. The author has achieved this objective and answer questions successfully completed.
