Committee of the Regions: from advisory body to the second chamber of the European Parliament?

Abstract:

The diploma thesis deals with the Committee of the Regions and its position in the European Union. The thesis investigates the development of this advisory body from its foundations until today and the main goal is to find out, how the relationship between the Committee of the Regions and the EU member states is being changed in the context of the European integration process. From the theoretical perspective the work is based on the rational choice institutionalism, namely on its basic principal-agent model. The Committee of the Regions is the agent and the EU member states are the principals. The hypothesis states, that there is a shift in the principal- agent relationship in favour of the agent, who becomes more independent actor in the EU political system thanks to his own activities and less control from the principals‘ side. This hypothesis is verified by analysis of five factors regarding own activities of the Committee of the Regions and control mechanisms used by member states. The last part of the thesis is aimed on prediction of the future development and is based on information provided by wide scale od secondary sources as well as by semi-structured interviews.

Abstract:

Diplomová práca sa venuje Výboru regiónov a jeho postaveniu v Európskej únii. Práca mapuje vývoj tohto poradného orgánu od jeho vzniku po súčasnosť a jej cieľom je zistiť, ako sa mení vzťah medzi Výborom regiónov a členskými štátmi v kontexte premeny podoby európskej integrácie. Z teoretického hľadiska je text práce postavený na teórii racionálneho inštitucionalizmu a jeho hlavnom modeli principál – agent. Za agenta je považovaný práve Výbor regiónov a ako principál sú vnímané členské štáty EÚ. Hypotéza práce tvrdí, že postupom času dochádza k premene vo vzťahu medzi principálom a agentom v prospech agenta, ktorý sa na základe vlastnej aktivity a znižujúcej sa kontroly stáva čoraz samostatnejším aktérom v politickom systéme EU. Stanovená hypotéza je overovaná prostredníctvom analýzy piatich faktorov týkajucich sa aktivity Výboru regiónov a miery kontroly zo strany členských štátov. Vyústenie práce predstavuje prediktívna časť zameraná na analýzu možností budúceho vývoja na základe informácií zo sekundárnych zdrojov a pološtruktúrovaných rozhovorov.
