Co-operation between the Police of the Czech Republic and the other components of the Integrated Rescue System - valid legal Framework and practice

Abstract:

Úvodní část práce shrnuje důvody, které vedly k výběru tématu týkající se Integrovaného záchranného systému se zaměřením na Policii ČR jakožto na jednu z jeho složek. První část je věnována teorii s důrazem na legislativní předpisy, které představují právní rámec pro tuto oblast. Do této části jsem zahrnula i základní informace o IZS a historický vývoj bezpečnostních a záchranných sborů. Dále jsem se zaměřila konkrétně na Policii ČR a její působení v rámci IZS. V této kapitole jsem se dále detailněji zabývala reformou této složky, což považuji za velmi aktuální téma. Praktická část popisuje téma součinnosti jednotlivých složek a ukazuje problémy, se kterými se profesionálové v praxi potýkají. V závěru jsou zodpovězeny otázky, jež jsem si kladla v úvodu diplomové práce, na které jsem nalezla odpovědi při mnoha konzultacích s příslušníky bezpečnostních a záchranných sborů, eventuálně při studiu odborných publikací. Diplomovou práci jsem doplnila přílohami. Jde o typovou činnost složek a výňatek z poplachového plánu.

Abstract:

The introduction of this final work summarizes reasons for which I have chosen the topic relating to the Integrated Rescue System with focus on the Police Czech republic as one of its elements. The first part is dedicated to the theory with emphasis on legislative regulations as a legal framework for this sphere. This part also includes the basic information about IZS and historical development of security and rescue staffs. The second part of this work is focused on the Police Czech republic and its activity within the framework of IZS. In this chapter I have dealt with a reform of this element which I consider as an up-to-date subject. The practical part of the final work describes a coordination of individual elements and shows well-known problems which professionals face in day-to-day life. The conclusion answers to the questions from the introduction of this final work. I have found them during many personal meetings with members of security and rescue staffs. The final work contains several attachments like the activity of individual elements and the extract from an alarm plan.
