The legal Status of the Mayor and Deputy Mayor of the Village

Abstract:

Tato bakalářská práce se zabývá problematikou právního postavení starosty a místostarosty obce s ohledem na současnou právní úpravu a zároveň získání mandátu, délkou volebního období. Stejně tak si klade otázku, zda by v této oblasti byla vhodná nebo nutná změna. Dále se tato práce věnuje svěřeným pravomocem při výkonu funkce starosty a místostarosty, které jsou taxativně stanovené zákonem č.128/2000., Sb. zákon o obcích (ve znění pozdějších změn). Práce je rozdělena na teoretickou a praktickou část a soustředí se na právní postavení necelých 5400, které se nachází nedaleko okresního města Kladno. Součástí práce je také dotazník, kterým byli osloveni zaměstnanci Městského úřadu Stochov. Další nedílnou částí práce jsou zodpovězené otázky týkající problematiky právního postavení starosty a místostarosty, které byly zodpovězeny současnými představiteli města Stochov.

Abstract:

This bachelor thesis deals with the issue of the legal status of mayor and deputy mayor of the municipality with regard to the current legal regulation and at the same time obtaining a mandate, the length of the election period. It also questions whether a change in this area would be appropriate or necessary. Furthermore, this work is devoted to the delegated powers in the performance of the office of mayor and deputy mayor, which are exhaustively determined by Act No.128 / 2000., Coll. Municipalities Act (as amended). The work is divided into theoretical and practical part and focuses on the legal status of mayor and deputy mayor in a specific municipality. The municipality of Stochov with a population of less than 5400 is located near the district town of Kladno. Part of the work is also a questionnaire, which were addressed employees of the Municipal Office Stochov. Another integral part of the thesis is the answer to the questions concerning the legal status of the mayor and deputy mayors, which were answered by the current representatives of the town of Stochov.
