Abstract:

Náplní diplomové práce je zhodnocení způsobů zvyšování hospodárnosti a efektivnosti organizací ve veřejném sektoru v kontextu kvality poskytovaných služeb na konkrétním příkladu Katastrálního úřadu pro Královéhradecký kraj. Teoretická část práce komplexně vystihuje problematiku efektivnosti veřejného sektoru z pohledu teorie i praxe a zabývá se vybranými metodami měření efektivnosti a identifikací nástrojů vhodných ke zvyšování hospodárnosti při finančním krytí nákladů a ke zvyšování kvality poskytovaných služeb, jejichž prostřednictvím by mohlo docházet ke kýženému zefektivnění organizací ve veřejném sektoru. Praktická část diplomové práce se zabývá zhodnocením hospodaření katastrálního úřadu, které je provedeno na základě analýz rozpočtů v letech 2017 – 2019. Součástí je propočet vhodných vzorců efektivnosti vycházejících ze Sintonenova pojetí, jehož základem jsou poměrové ukazatele. Pro potřeby ověření vlastního empirického šetření na katastrálním úřadě jsou provedeny rozhovory se zástupci managementu úřadu. Za přínos diplomové práce lze označit navržení vhodných nástrojů a metod, jejichž implementace je i na základě rozhovorů s odborníky vhodná a žádoucí ve vztahu k potřebě celkového zvýšení efektivnosti a prosperity úřadu.

Abstract:

This final thesis deals with evaluation of the ways of increasing economy and the effectiveness of organizations in the public sector in the context of the quality of services provided on the specific example of the Cadastral Office for the Hradec Králové Region. The theoretical part of the thesis comprehensively captures the issue of public sector efficiency from the perspective of theory and practice and deals with selected methods of measuring efficiency and identifying tools suitable for increasing cost-effectiveness in financial coverage of costs and for increasing the quality of services provided, which could lead to the desired streamlining of organizations in the public sector. The practical part of the final thesis deals with the evaluation of the cadastral office, which is performed on the basis of budget analyses in the years 2017 - 2019. It includes the calculation of suitable efficiency formulas based on Sintonen's concept, based on ratios. Interviews with representatives of the office's management are conducted for the purpose of verifying the empirical investigation at the cadastral office. The contribution of the final thesis can be described as the design of suitable tools and methods, the implementation of which is appropriate and desirable on the basis of interviews with experts in relation to the need to increase the overall efficiency and prosperity of the office.
