Abstract:

Diplomová práce na téma ?Srovnání měnové politiky ČNB a ECB s výhledem na vstup ČR do EMU? se zabývá analýzou procesu a změn v měnové politice, které nastanou s přijetím eura Českou republikou. Hlavní důraz je kladen na komparaci jednotlivých měnových politik, jejich cílů a nástrojů používaných k jejich dosažení. Pro zhodnocení možných scénářů a komplikací, které by mohly s přechodem na euro vzniknout, uvádím i zkušenosti z vybraných zemí v různém stupni integrace do EMU. ČNB má s ECB shodný cíl, tím je cenová stabilita. Postupně s ECB sladila využívané nástroje své politiky a způsoby vykazování makroekomických dat, avšak měnovou politiku má plně ve své kompetenci. Po přijetí eura se většina jejích kompetencí přesune ve prospěch ECB a ČNB se bude pouze spolupodílet na tvorbě společné politiky. Zásadní zkouškou pro ČNB bude vstup do ERM II, správné nastavení centrální parity a odolání spekulačním tlakům, které se vyskytly u všech dříve přistupujících zemí.

Abstract:

The graduation thesis on the topic of "Comparison of ČNB and ECB monetary policy with a view to entry of ČR into EMU" deals with the analysis of the process and changes in monetary policy that occur with the adoption of the euro by the Czech Republic. The main focus is on comparing particular monetary policies, their objectives and the instruments used to achieve them. For the evaluation of possible scenarios and complications that could emerge by means of adoption of the euro I mention the experiences of selected countries in various stages of integration into the EMU. ČNB is consistent with the ECB's target, the price stability. It gradually harmonized used instruments of its policy and methods of reporting macroeconomic data with ECB, but monetary policy is fully within its competence. After the adoption of the euro most of its competences will move toward the ECB and the ČNB will only participate in the creation of a collective policy. The crucial test for the ČNB will be entering ERM II, the correct setting of the central parity and resisting speculative pressures that have occurred in all previous accession countries.
